The position is located in NEXCOM Equal Employment Opportunity Office and serves as an Equal Employment Opportunity Specialist Manager for the Navy Exchange Service Command (NEXCOM). The purpose of the position is to process EEO complaints, coordinating Alternative Dispute Resolution (ADR), developing and providing EEO Training, maintaining EEO data, conducting workforce analysis, reviewing EEO case law, and developing Special Emphasis Programs.

Federal Law requires verifying eligibility of all new hires. The Navy Exchange Service Command is an E-Verify Participant.

  • Incumbents of this position must be U.S. Citizens.

  • Candidates/Incumbent must be eligible for and obtain a Secret Clearance.

Major Duties

EEO Complaints Processing

  • Administers the EEO complaints processing to include counseling, coordinate ADR and investigations. Incumbent attempts effective resolution during informal stage. Monitors complaints to ensure effective and efficient completion, and takes action to expedite complaint processing, when necessary. Incumbent is also responsible for compiling, reporting, and analyzing statistical data to evaluate effectiveness of program, and determining trends and identifying problem areas. Establishes the facts, analyzes and evaluates complaints and negotiates informal adjustments with complainant and management whenever possible. Consults with cognizant line officials to develop resolution to complaints of discrimination and prepares final recommendation to DEEOO for acceptance or dismissal. Assesses vulnerabilities for DEEOO and recommends management action to attempt resolution/settlement. Reviews Report of Investigation to assure reports are complete and adequately address the issues raised. Ensures EEO complaints based on sexual harassment are properly handled and appropriate notification requirements are met. Including functions related to: Alternative Dispute Resolution, Special Emphasis Program, Affirmative Employment Program (AEP)/Model EEO Program, EEO Training, EEO Data, and EEO Case Law.

Requires a total of 6 years of combined experience as indicated below.

GENERAL EXPERIENCE: Three years of experience in administrative, investigative, technical or other responsible work that demonstrated possession of the following: skill in written and oral expression; skill in investigating and analyzing problems; skill to read, understand, interpret and explain technical material such as written regulations, laws or court decisions; skill in working effectively with others, regardless of their socioeconomic background.

OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of academic study above the high school level may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor's degree for 3 years of general experience.

AND SPECIALIZED EXPERIENCE: Three years of progressively responsible experience including work of an analytical and interpretative nature. The experience must have demonstrated possession of: knowledge of the principles, practice, laws, regulations and methods of Federal EEO; knowledge of ADR Program; skill in analyzing organizational policies and practices and propose solutions to workplace disputes and EEO problems; skill in serving as a convener; skill in coaching people and managing subordinate staff; and knowledge of the particular employment problems faced by women and minorities, veterans, the disabled, workers over 40 years of age or other relevant classes of persons.

4 year bachelor's degree in related field preferred.
