Job Description
The purpose of this position is to provide sound technical judgment in the evaluation, organization, and execution of project management assignments including, but not limited to, preparation of Critical Decision (CD) Packages that will provide basis for approval for the procurement of material, fabrication, and construction for a project supporting DOE/DOD initiatives. The secondary assignment will be for Construction Work Package (CWP) development coordination. This role has the responsibility to perform the essential job duties and functions as listed below with the overall objective of managing and/or coordinating project activities that comply with the contract and ensure the safety, quality, value, timeliness, and Fluor profitability of the completed project. At this level, the role may have the responsibility as the only project engineer on a small project with full accountability for the general duties, or the responsibility for general duties on a mid-sized project or more complex segment of a larger project.
Perform basic project engineering functions involving monitoring of progress, preparation of procedures, documentation of communications and meetings, and identification/evaluation of project issues and problems
Assist in management and coordination of activities among all project functions and engineering disciplines in accordance with the established project baseline
Coordinate efforts of technical disciplines, vendors, and licensors to ensure integrated and complete designs that meet project requirements and contractual requirements
Support creation and coordination of overall project plans and schedules, and monitoring activities, progress, and milestones against the plans
Support creation and coordination of project effort hours, and cost estimates and budgets, and monitor progress and cost performance against these
Support the preparation, delivery and coordination of project deliverables, design documents, and bid packages

Preferred Qualifications:
Seven to ten (7-10) years of experience in engineering, procurement, fabrication, and construction/construction management (EPFC/CM) industry including the performance of functional tasks on projects with a basic understanding of procedures and interfaces
Flexible and adaptable approach, willing to take on new work challenges
Ability to set and maintain high standards of performance with responsibility and accountability for successfully completing assignments and task
Customer focused with ability to develop and sustain productive customer relationships while meeting the company's needs
Demonstrated strategic thinking, accountability, and adaptability skills

Strong computer and software skills to include the use of word processing, email, spreadsheets, electronic presentations, and project management tools
Certification in project management suggested, for example Project Management Professional (PMP)
Preferred Qualifications
Eight (8) year of experience in engineering, procurement, fabrication, and construction/construction management (EPFC/CM) industry including a minimum of one (1) successful construction and/or commissioning completed field assignment
Experience executing and managing risk assessments initiatives
Experience in the performance of functional tasks on projects with a well developed understanding of procedures and interfaces
Experience in international locations and diverse cultural environments is recommended
Previous successful performance in a project engineering position on a minimum of two medium or large sized projects
Detailed knowledge of Fluor's software tools and databases preferred
Proficient at initiating and growing solid relationships with clients, vendors and suppliers while meeting the company business needs and goals
Demonstrate strong interpersonal skills
Ability to set and maintain high standards of performance with responsibility and accountability for successfully completing assignments and tasks
Proactive in taking prompt and appropriate action to ensure objectives are accomplished and apply necessary follow-up to monitor progress and results of project tasks and assignments
