Job Responsibilities

Plans and coordinates the statewide emergency preparedness program's powerful communications tools in both steady-state and during emergencies while working with different partners from governmental and non-governmental organizations. Serves as the primary administrator for alert and warning systems, including commercial reverse-9-1-1 and federal IPAWS systems.

Provide maintenance and updates, training, exercises, and technical implementation of new initiatives. Update and maintain the State IPAWS Plan in coordination with stakeholders. This includes coordinating template messages that are actionable and accessible.

Seek ways to increase enrollment especially around fixed nuclear facilities. Maintain technical and system use documentation for end-users and administrators. Engage and consult on all public and staff-facing mass notification efforts as a whole.

Ensure federal and state requirements are adhered to and exercised. Works with counties and municipalities to become IPAWS alerting authorities and assists in the preparation of MOU documents for submittal to FEMA. Participates in and conducts in-person public outreach events to educate residents and communities about emergency management, disaster preparedness and ways to get emergency information during a crisis.

Participate in incident responses as an emergency public information officer in the state's Emergency Support Function 15 (Public Information). Work with private sector, local, state and federal alerting authorities to coordinate messages when needed. Serve on an on-call team responsible for responding to incidents on nights, weekends, holidays, and for extended hours as needed. Employee performs duties under the general supervision of the Chief of Public Information.

Minimum and Additional Requirements

A bachelor's degree and two years experience in administrative or technical planning. One year of project management or related experience. Must be computer literate.

Preferred Qualifications

S.C. Certified Emergency Manager (or other state equivalent) certification is preferred or will seek to complete within three years.

Additional Comments

Must possess the ability to comprehend, interpret, and apply regulations, procedures, and related emergency preparedness program information. Must possess the ability to establish and maintain effective professional relationships with state, county, municipal, and federal government agencies.

Must possess the ability to communicate effectively, both orally and in writing. Employee may incur overnight travel when attending training courses and/or when assisting county, municipal, and other local governments.
