Responsibilities:

  • Implement, maintain and administer procedures, orders, and plans for compliance with all applicable EH&S regulations.

  • Review compliance procedures and plans prepared by others.

  • Procure materials and equipment necessary to implement plant compliance procedures and plans.

  • Prepare regulatory compliance status reports for plant, executive director, partnership, and corporate entities; prepare required periodic submittals to regulators, prepare required incident reports, and maintain appropriate files.

  • Prepare and conduct training for plant personnel on compliance topics.

  • Review the practices of outside contractors to ensure compliance with applicable safety and environmental requirements.

  • Assist plant supervisors in monitoring acceptance and implementation of plant procedures by plant personnel.

  • Sample and test process streams.

  • Coordinate contracts with outside laboratories and interpret lab results.

  • Cooperate with other plant personnel to develop plant EH&S procedures and policy statements.

  • Participate in compliance audits of the plant's EH&S systems.

  • Perform internal self-audits of EH&S systems. Assume HAZWOPER duties as assigned.

  • Develop and maintain close relationships with local, state, and federal agencies and regulators.

  • Monitor changes in the regulatory environment and provide comments to government agencies on pending regulations as instructed by plant and partnership management.

  • Monitor the activities of regulations and the compliance activities of other industrial facilities in the BMI complex and in the Las Vegas valley.

  • Coordinate Saguaro's activities with those of Saguaro's neighbors.

  • Represent Saguaro in the Southern Nevada CAER group, and other coordinating and lobbying groups as requested by plant management.

  • Coordinate Saguaro's compliance programs with other NRG facilities.

  • Reduce the cost of EH&S compliance by developing improved methods of monitoring, testing, and reporting.

  • Direct or assist in the implementation of new techniques and systems.

  • Perform an economic analysis of proposed changes to plant compliance systems.

  • Select and monitor hazardous waste transporters and treatment, storage and disposal facilities.

  • Perform risk assessments of plant equipment as required by regulatory agencies.

  • Perform other duties as assigned.

Minimum Requirements:

  • Bachelor's degree in environmental science, biology, engineering, or other related disciplines

  • Minimum of three years of experience performing EH&S-related work

  • Must be willing to complete an electrical utility power plant operator training program and spend a requisite amount of time (three to six weeks) in the specific plant

  • Familiarity with government and contractual requirements in the following areas:

  • air quality, including monitoring, reporting, and permitting,

  • water quality, including NPDES and SPCC,

  • hazardous materials management,

  • hazardous waste management,

  • emergency response,

  • process safety management,

  • injury and illness prevention programs,

  • hazard communication,

  • personal protective equipment including respiratory protection and hearing conservation

  • medical/personal monitoring and first aid,

  • fire prevention,

  • chemical hygiene,

  • confined space entry.

Preferred Qualifications:

  • Track record of developing strong relationships with regulators

Tends to damaged and incorrectly addressed packages in a timely manner to optimize delivery time. Serves as a customer's first line of contact for a variety of issues. Essential Functions Provides clerical support to various management and operational functions, including, but not limited to, photocopying, filing, faxing, emailing and answering telephone •Reviews, researches and/or enters data in various systems to support respective functional area •Compiles data and provides various regular and adhoc reports to management for review and determination •Serves as frontline customer service to receive, solve and/or escalate customer inquiries and issues •Assists management with Business Control Self Assessment (BCSA) audit activity by retrieving data and/or files for review •In addition to the above essential functions, the following functional area assignments have additional essential functions as noted below: •Additional Quality Assurance/Loss Prevention essential functions: •Supports ability for timely delivery and mitigates loss and damage by performing address searches/corrections through various sources and ensuring packages are in good condition for the customer •Prioritizes workflow to maximize the number of packages that can be resolved and sent out for delivery in the same day •Ensures all packages receive appropriate scan statuses. Inspects and handles hazardous material damages as per policy. Ensures all loose product is accounted for as per company policy •Researches missing packages to understand the root cause of scanning failures and compiles information on disputed deliveries for management review •Reviews and trends loss and damaged claims filed to identify improperly charged claims and brings to the attention of management •Additional Linehaul essential functions: •Reviews and enters all Independent Contractor (IC) settlement information into appropriate system to ensure proper payments. Enters settlement adjustments as directed by manager •Compiles required documentation to establish and maintain Department of Transportation (DOT)-required files.
