MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college and six (6) months of experience in environmental protection, regulation, or health; one of the physical or natural sciences; or engineering; or

One and a half (1.5) years of experience as an Environmental Specialist I or higher with the State of Florida; or

Two (2) years of experience as described above.

Possession of a valid Class E Driver License.

The incumbent of this position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60L-36, F.A.C.

JOB DUTIES:

This position serves as a statewide coordinator and manager for pesticide registrations, emergency exemptions and experimental use permits. This person must exercise independent initiative and judgement in the evaluation of technical issues, information needs, and in communicating and coordinating with affected and interested parties. In connection with this, the duties and responsibilities of this position are as follows:

Conducts review of Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) section 3 and 24 (c) registration applications, section 18 emergency exemptions and section 5 experimental use permits. Assures that registrations, emergency exemptions and permit submissions are complete, accurate, and comply with state and federal statutes and rule requirements (Including Registration Standards, Pesticide Registration Notices (PRN) and the Code of Federal Regulations (CFR)).

Identifies and segregates new registration applications by type. Determines and obtains scientific data necessary to assess potential risks to man and the environment. Communicates and coordinates with the registrant, researchers and the regulated community to obtain required data and to resolve technical issues. Prepares petitions, notices of agency action (cancellation and rejection notices), conditional permit and registration notices, acknowledgement letters and other correspondence as needed to manage assigned regulatory responsibilities.

Conducts searches of federal computer data bases to obtain scientific and support information for affected actions. Assures the accurate and timely entry of data into the section's registration computer data base system. Assures that all new registrations, emergency exemptions and experimental use permits are processed according to established time tables and schedules. Tracks pending applications and data requests (in and outside of the section) and follow-up as needed. Assures that the distribution of registration data complies with the State policies governing the use of Confidential Business Information (CBI).

Identifies, obtains, tracks and distributes data necessary for operation of the Pesticide Registration Evaluation Committee (PREC). Prepares PREC meeting agendas and minutes. Coordinates with the PREC membership to obtain needed data and to resolve technical issues. Serves as a statewide program consultant, which includes providing training and guidance to registration, emergency exemption and experimental use permit applicants.

Conducts needed analyses and verifies that requested FIFRA section 18, 3, 24(c) and 5 exemptions, registrations and permits meet established regulatory triggers and requirements. Performs field validation work on an as-needed basis to monitor compliance with the provisions set forth in issued exemptions, registrations and permits.

Develops policy, procedure and rule recommendations relative to the acquisition, distribution and evaluation of pertinent health and environmental data to meet registration and regulatory goals. Keeps the Section Administrator current on active actions and issues with the section.

Performs other related work as may be deemed necessary by the Administrator or other division management personnel.
