This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

The primary purpose of the Environmental Specialist II is to assist with the region's NPDES program. This position will coordinate  and oversee the Division's emergency response and multiple compliance programs.

Key Responsibilities:

• Interact with the Division's regional and central offices; the departmental staff and management, and  other state and federal agencies to develop appropriate emergency response protocols for both "blue sky" and "grey sky" events.

• Participate in and coordinate Division efforts during and after large systemic (sometimes statewide) events.

• Assist the WQ Regional Operations Section Chief with the coordination and oversight of the Division's multiple compliance programs

• Lead the development of procedures and protocols for ensuring the Division's administration of its compliance programs to ensure they are implemented in a fair and consistent manner, including;  providing training,  case development guidance, investigative support to the regional staff,  complex case assessment and penalty guidance,  data tracking and management, program analysis and development, and  statewide oversight.

The Division of Water Resources:

The Division of Water Resources is responsible for protecting North Carolina's drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts.

Recruitment Range:  $49,158 - $60,340

To qualify for this position, applicants must document on the application that they possess ALL of the following:

• Demonstrated knowledge of regulations including the Clean Water Act, Code of Federal Regulations, NC General Statutes, State Administrative Code, Federal NPDES Permitting regulations, Federal Pretreatment Program regulations, and/or State Water Quality Standards.

• Demonstrated experience in analyzing, or interpreting, or evaluating scientific data.

• Demonstrated experience with technical writing.
