The Work You Will Do:

This posting is for an Environmental Specialist II position located at the Department of Environmental Protection's Southwest District Office, in Temple Terrace.

This position involves technical work in the ERP/404 Permitting program and the application of Department rules and statutes. The job duties of this position will be determined by workload throughout the district. Actively supports and works toward fulfilling the Agency's Affirmative Action objectives.

May conducts site inspections at assigned medium or moderately complicated facilities, as defined by the specific program, pursuant applicable Florida Statutes and Florida Administrative Code and/or reviews and evaluates permit applications for conformance to State and Federal rules and regulations. Writes reports on outcome to inspections as required and actively supports and works toward fulfilling the Agency's Affirmative Action objectives. The work requires conducting site inspections, completing data entry in applicable databases, providing compliance assistance to regulated entities, and participation in outreach events.

The Southwest District Office is located in Temple Terrace, a small city just outside of Tampa. Tampa is close to the Gulf Coast with beautiful white sand beaches. It is considered a major business center while also known for its museums and cultural offerings. Places such as the Busch Gardens Theme Park, historic Ybor City with its many restaurants and nightlife, the world's longest continuous sidewalk along Bayshore Blvd., and a sports enthusiast haven are just some of the many activities people can enjoy in the area. There is also no state income tax for residents of Florida. The Southwest District covers 8 counties (Hillsborough, Pinellas, Manatee, Polk, Pasco, Hernando, Citrus, and Hardee).

Your Specific Responsibilities:

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.

Duties and Responsibilities:

This is a first level intermediate environmental position in the Permitting Program responsible for permitting activities related to the ERP/404 Program. Duties include, but are not limited to, the following:

  • Reviews and evaluates ERP/404 Program permit applications for conformance to state and federal rules and regulations.

  • Produces low to moderately complex permits and/or documents and requests for additional information, when required, that are consistent with prescribed rules and department guidance and procedures.

  • Performs site inspections, as necessary, in support of permit application reviews and evaluations.

  • Responsible for the accurate and timely entry of required data and system information into agency databases and Oculus.

  • Provides technical assistance to the compliance assurance program.

  • Provides regulatory assistance, such as outreach, permitting determinations and exemptions, to permittee and/or company representatives, other department programs, delegated local programs, and other interested parties.

  • Participates in training activities as required. Assists with training of entry-level staff as requested by supervisor.

  • Performs related work as required by supervisor.

Required Knowledge, Skills, and Abilities:

  • Knowledge of the terminology, principles and analytical techniques of the environmental or natural sciences.

  • Knowledge of data collection and analysis principles and procedures.

  • Ability to collect, evaluate, analyze and interpret scientific or technical reports and supporting documentation.

  • Ability to prepare technical reports.

  • Ability to use a personal computer and Microsoft Office Suite.

  • Ability to understand and apply applicable regulations, policies and procedures relating to environmental programs.

  • Ability to determine work priorities and ensure proper completion of work assignments.

  • Ability to work independently.

  • Ability to communicate effectively and professionally, both verbally and in writing.

  • Ability to establish and maintain effective working relationships with co-workers and leadership.

  • Ability to interact with customers in a tactful and courteous manner.

  • Ability to cross-train into multiple regulatory programs.

  • Ability to identify solutions to problems and exhibit positive problem-solving techniques.

  • Ability to meet established performance standards as identified in the district performance standards document.

  • Ability to coordinate workload within a multi-functional team.

  • Skill in producing quality work with minimal oversight and minimal errors.

  • Experience with process review and efficiency implementation through use of continuous improvement strategies.

  • Experience with ERP/404 Program activities.

Required Qualifications:

  • Bachelor's degree from an accredited university or college; or any combination of post-secondary education or verifiable related experience, as described in this posting, for a total of four years.
