Review permit applications for completeness and adequacy. Issue permits in accordance with all applicable rules and processes. Conduct inspections of feedlots to determine compliance with regulations and requirements. Carry out actions, including formal enforcement to return non-compliant feedlots to compliance. Educate and assist feedlot owners (and others) about feedlots permitting, rules and regulations. Support county feedlot officers in their work and evaluate their performance in meeting requirements.
Bachelor's degree in Environmental Science, Conservation, Biology, Chemistry or related field;
Two (2) years of professional-level environmental protection experience.
Basic computer skills with proficiency in Word and exposure to Excel and PowerPoint.
Ability to gain a complete understanding of the environmental regulatory process and procedures.
Good communication and human relations skills to interact effectively with stakeholders and team members.
Demonstrated strong technical writing skills.
Problem solving skills for resolving technical matters and the ability to bring projects to conclusion.
Ability to travel up to 30%
Valid Driver's license
Experience working with animal producer groups and individual feedlot producers.
Knowledge of feedlot rules and regulations.
Knowledge of land application of manure and nutrient management.
Experience in compliance and enforcement activities.
Experience in environmental permitting activities.
Experience working with diverse populations and cultures.
Ability to perform fieldwork at animal feedlots, which may include rough terrain.
Ability to work alone in the field.
Ability to travel long distance across various terrain such as agricultural fields and riparian areas, with occasional muddy and wet conditions.
Ability to work outdoors in all types of weather conditions.
Ability to take samples in knee-deep water.
Requires a Class D Driver's License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver's license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
