This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Salary: $71,000 - $81,000

Grade: 22

Anticipated Salary: $77,000

Job Summary:

Under direction of the Standards Implementation, and Training Manager, this position is responsible for coordination, liaison, and tracking of environmental mitigation and commitments implementation activities for traditional design, bid, build, and the tracking the development of technical provisions containing mitigation measures for all alternative delivery projects. Assesses process deficiencies according to Arizona Management System principles and practices. Writes summary memos as necessary, conducts process failure analysis for senior management. This position would act as a liaison between Environmental Planning, Districts, and other technical areas, regarding the implementation and tracking of mitigation measures and commitments. Documentation of mitigation measures status and completion; writes clear, concise reports and memos. Reviews and evaluates work products of others, assesses progress, and plans for improvement. Maintains a schedule of work, agenda, or timetable to ensure environmental mitigation objectives are timely tracked and monitored and schedules met. Monitors and updates various ADOT data systems in furtherance of tracking mitigation measure objectives.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Plans, organizes, and implements the development of environmental review processes of construction projects containing environmental mitigation measures and technical provisions affecting ADOT performance as monitored by FHWA pursuant to 326 MOU and 327 MOU; performs work of particular difficulty

  • Consult and liaison with staff engaged in federal aid program administration; write clear, concise reports of particular weight for management deliberation; present oral statements of facts, project requirements, specification and arguments

  • Confers, using discretion and independent judgement, with management, members of professional staff and other federal and state officials concerning needs and requirements of the department for environmental mitigation measures and technical provisions, Attend Partnering and Pre-Construction meetings

  • Maintains a schedule of work, agenda, or timetable to ensure development objectives are timely met. Attends periodic workshops or training sessions. Monitors and updates various ADOT data systems

  • Schedule and conduct travel, frequent overnight Travel and lodging along with Driving A State Vehicle in the course and scope of duties

Knowledge of:

  • To drive a State Vehicle and be able to travel and lodge overnight both in State and Out of State

  • Have full ability to work remotely when required

  • Understands construction program oversight programs and tools as implemented at ADOT

  • Understands alternative delivery processes

  • Is able to communicate project environmental requirements program deficiencies and successes, understands project delivery processes as represented by design, plans, estimates

Selective Preference(s):

The ideal candidate for this position will have:

Experienced in Project/Program Management with significant environmental aspects. Experience in project delivery with the State, Federal and local agencies environmental implications. Bachelor's degree or higher in natural environmental sciences engineering, law planning or related disciplines. Excellent verbal and written communication skills.

Pre-Employment Requirements:

This position requires possession of a valid Arizona Class D Driver License.
