This position is located within the South Carolina Office of Resilience, Mitigation Department. The Environmental Review Coordinator (Program Coordinator II) reports to the Program Manager and works under general supervision and the guidance of programmatic policies and procedures. The Environmental Review Coordinator engages with state and local government agencies to ensure projects are compliant with all applicable local, state, and federal environmental regulations, policies, guidelines, and standards. Procures consultant contracts and reviews consultant submittals of technical documents for compliance.Under the limited supervision, incumbent will:

  • Review and provide feedback on technical and programmatic reports such as environmental review reports, public notices and publications, material testing results, and monitoring reports for compliance with applicable regulations and policies.

  • Complete Tiered Site-Specific environmental reviews for the CDBG-MIT Buyout program projects in accordance with federal, state and agency requirements.

  • Review and respond to interested agencies and public comment inquiries regarding a project's environmental review record. Document all comments/inquiries in the appropriate environmental review record.

  • Monitor projects through construction and grant closeout to ensure compliance with all environmental regulations and any necessary mitigation measures identified in the project's environmental review record.

  • Make environmental review determinations for new projects, document determinations in accordance with SCOR policies and procedures, retain documentation in project environmental review records.

  • Procure and manage contracts for contracts for environmental services in accordance with federal and state procurement requirements.

  • Perform all other duties as required/assigned.

Minimum and Additional Requirements

A bachelor's degree in environmental sciences, ecology, natural resources management, general biology, hydrology, or a related field; or 2-5 years relevant experience in environmental compliance for county, state and/or federal grant management; or equivalent combination of education and experience.

ADDITIONAL REQUIREMENTS:

  • Knowledge of SCOR's mission, programs, and objectives.

  • Ability to communicate clearly and effectively, make presentations, and prepare reports.

  • Must have and maintain a valid South Carolina Class "D" driver's license.

Preferred Qualifications

A working knowledge of applicable state and federal environmental regulations including NEPA and HUD environmental processes preferred.
