Job Overview
The Illinois Environmental Protection Agency (EPA), and Bureau of Land, Federal Site Remediation Section (FSRS) are involved in work being conducted under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA or Superfund). FSRS is seeking to hire an Environmental Protection Specialist I to perform beginning-level duties relative to the Superfund Remedial Process with a primary emphasis on training and professional development leading to highly independent work and responsibilities. The ideal candidate will be a motivated self-starter able to function as a Superfund Remedial Project Manager after participating in Illinois EPA-, USEPA- and DoD-sponsored training programs. This position will participate in the planning for site inspections, remedial investigations, pilot tests, pre-design studies, and Remedial Designs for selected remedial alternatives. Field oversight of the implementation of these plans is integral to the work FSRS does. As an EPS1 in FSRS, you will collaborate with engineers, geologists, and subject matter experts not only from the Illinois EPA, but also from other Local, State, and Federal agencies and responsible parties.

Essential Functions
Observes and participates in routine scientific studies of sites/facilities for the Bureau of Land (BOL), Division of Deputy Bureau Chief, Federal Site Remediation Section;
Assists higher level staff in ensuring appropriate application of Applicable or Relevant and Appropriate Requirements (ARARs) including the following: CERCLA, NCP, Federal Facilities Compliance Act, Illinois Environmental Protection Act, Title 35 Illinois Administrative Code, and other environmental laws, statutes, rules/ regulations, policies/procedures germane to a given situation;
Prepares for supervisor's close review intra-Agency, inter-Agency and third-party scientific memoranda and correspondence, including scopes of work, work plans and cost estimates for CERCLA investigations, feasibility studies, decision documents, design and construction projects;
Observes and participates in routine on-site inspections including: multi-media hazardous/toxic substance investigations, cleanup and/or remediation system construction oversight and legacy monitoring activities for quality assurance/control purposes, oversight of installation and sampling of groundwater monitoring wells, soil and hazardous waste sampling, geophysical methods, excavation, groundwater pump and treatment systems, on-site treatment alternatives, hazardous and non- hazardous waste unit closures, and other remedial construction activities;
Assists in the negotiation and implementation of enforcement orders for Remedial Investigations/Feasibility Studies and Remedial Designs/Remedial Actions activities;
Attends and participates in legal hearings and Superfund public information activities; interprets laws, rules/ regulations, policies/procedures;
Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.
