WHAT IS THE FACILITIES MANAGEMENT AND SECURITY SERVICES (FMSS) DIVISION?

The following are the duties of this position at the full working level.

  • Provides program direction by preparing instructions and issuing directives to formulate policy, establish objectives, provide procedural guidance, and assign responsibilities to subordinate and other offices for participation in the agency's environmental compliance and management program.

  • Provides advice and assistance to top management on all environmental related matters affecting the IRS. Maintains liaison and represents the IRS with other Federal, state, and local agencies, private organizations, and private industry on environmental areas of interest within the assigned areas of responsibility.

  • Serves as an advisor to REFM management on all matters pertaining to the environmental laws and their impact on service-wide operations in relation to facility planning, design, operations and maintenance as well as strategic advice to the IRS long-range housing plan.

  • Provides guidance on environmental standards and criteria, and ensures that appropriate consideration is given to environmental matters by the agency Health & Safety program infrastructure.

  • Provides guidance or recommends action to eliminate or control environmental hazards by convincing management to initiate new operational procedures.

  • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))

  • Undergo a review of prior performance/conduct and an income tax verification.   • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).

  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal Service. Examples of specialized experience includes:

  • Expert knowledge of environmental principals, regulations, laws and compliance sufficient to ensure that facility operation and work is performed in compliance with applicable legal standards.

  • Utilize the Environmental Management Systems (EMS) standards auditing methods and techniques.

  • Ability to formulate policy and plans for large scale, complex environment, safety and occupational health program that encompasses facilities of all types across the country.

Education

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.   • Tour of Duty: Monday

  • Friday 8:00 a.m.

  • 4:30 p.m.

  • Alternative work schedule, staggered work hours or telework may be available.

  • In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
