This position is located within the Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement, Office of Administration, Management Support Division, Facilities Team, duty stationed in Sterling, VA.

At the full performance level (GS-12) the major duties of this position include but are not limited to the following:

1.Leads and coordinates comprehensive efforts for the development, maintenance, measurement, and improvement of the Environmental Management System (EMS). Ensures adherence to the sixteen (16) elements of an International Standardization for Organization (ISO) 14001:2004 conformant EMS, and that each element is documented fully and will not result in non-conformities during audit.

2.Provides technical guidance for environmental regulatory compliance and EMS, and expertise and advice to management and employees. Represents the bureaus to the department Office of Environmental Policy and Compliance (OEPC) and the Sustainability Council.

3.Coordinates and provides oversight for environmental policy and guidance documents. Updates bureau guidance in accordance with evolving programs and regulatory conditions to assure field knowledge and compliance with regulatory requirements and responsibilities.

4.Plans, coordinates, directs, and evaluates activities for all projects associated with environmental management program and regulations and determines their impact on air, water, and/or land resources.

5.Prepares briefing materials and delivers presentations to management at Departmental and Bureau level meetings. Develops and communicates action plans for mitigating risks associated with aspects and impacts identified in the annual EMS evaluations.

6.Leads policy and procedure reviews with the bureaus' Cross Functional Team (CFT). Reviews ongoing bureau activities to evaluate the scope of the EMS, makes adjustments to policy and commitment statements as necessary, conducts annual aspect and impact inventory, performs annual risk analysis to determine significant environmental aspects, and develops specific, measurable, achievable, relevant, and time-bound (SMART) action plans.

7.Documents progress and planned actions for the Office of Management and Budget (OMB) Sustainability/Energy Scorecard. Maintains and updates information for all goals covered by the SSPP and responds to the Departmental level Sustainability Council Data Calls.

8.Develops and conducts internal and external audit plans for BSEE EMS. Creates non-conformity tracking database and resolves non-conformities in a pre-established time frame. Reports findings and status of the EMS to senior management at least annually.

Salary Range Information:

GS-12: $99,200 - $128,956

First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

This vacancy may be used to fill additional positions as vacancies become available.

This vacancy is also announced as BSEE-EECC-24-FS-179(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.

Specialized Experience:

To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1.Applying the principles, theories, concepts, methods, and techniques of environmental management systems sufficient for the development and operation of an International Standards Organization (ISO) 14001:2004 or ISO 14001:2015 conformant Environmental Management Systems (EMS); AND

2.Interpreting and reviewing various regulations and directives (e.g. E.O 14057; SO 3407) to establish and maintain required record keeping; AND

3.Evaluating environmental management and sustainability issues to assess how existing or new program goals and objectives can be implemented.
