The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives and affiliated Islanders.This position is located within the Department of the Interior, Office of the Secretary, Office of Environmental Policy and Compliance, Environmental Compliance and Cleanup Division, Washington, DC.

At the full performance level GS14, the major duties of this position include, but are not limited to the following:

1.Manages the Department's Environmental and Disposal Liabilities (EDL) program.

2.Develops and implements policy, guidance, and training related to EDL, including relevant Environmental Compliance Memoranda and the EDL Handbook.

3.Oversees the development and maintenance of the Department's Environmental Management Information System (EMIS), OEPC SharePoint sites, and the OEPC website.

4.Updates and maintains a comprehensive inventory of contaminated sites.

5.Serves as the OEPC liaison on matters involving USEPA's Federal Agency Hazardous Waste Compliance Docket, OIG audits, and GAO inquiries.

The OS-OEPC has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Work is primarily performed in an office environment. There is some commercial travel to field offices of bureaus of the Department and occasional non-commercial travel including hiking to remote sites. On occasion, work may involve visits to sites of hazardous releases, or orientation training exercises simulating such releases, where use of special protective clothing or apparatus is required.

Salary Information:

GS-13: $117,962 to $153,354

GS-14: $139,395 to $181,216

First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

This vacancy may be used to fill additional positions as vacancies become available.Minimum Qualification Requirements:

To qualify for this position you must meet the Specialized Experience for the series to which you are applying.

Specialized Experience:

GS-13:

To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1.Interpreting and applying environmental laws, regulations, policies, and procedures related to contaminated sites or environmental liabilities;

2.Developing, managing, analyzing, or interpreting environmental data; and

3.Developing oral and written technical environmental briefings, presentations, and reports.

GS-14:

To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1.Interpreting, applying, and developing environmental laws, regulations, policies, and procedures related to contaminated sites or environmental liabilities;

2.Developing oral and written technical environmental briefings, presentations, and reports;

3.Developing, managing, analyzing, or interpreting environmental data; and

4.Managing and reporting environmental liabilities across multiple units of a large organization.
