The selectee for this position will serve as a ENVIRONMENTAL PROTECTION SPECIALIST

for the DEPARTMENT OF THENAVY.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This public notice announcement is for anticipated vacancies to be filled under the Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent, term, or temporary with a full-time or part-time work schedule.

Pay will vary by geographic location. There may or may not be actual/projected vacancies at the time you submit your application. As such, Notices of Results (NORs) may or may not be sent to applicants who apply to this announcement. Vacancies filled from this announcement may be filled at any grade level listed and in equivalent pay systems (e.g., NH, NJ, NK, etc.). Selectees may be appointed to a position with promotion potential (e.g. selected at the GS-5 grade with potential to the GS-11). If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Responsibilities

Duties and responsibilities vary and increase according to grade level. Successful selectees will perform duties such as:

  • Maintain ongoing programs to protect and restore environmental resources, fulfill numerous environmental reporting requirements, etc.

  • Work with such areas as air and water quality, hazardous waste and materials management, underground storage tanks containing regulated substances (petroleum products, chemicals, and wastes), oil and hazardous substance spills planning, nonhazardous waste management, waste minimization and recycling, and site restoration and remediation.

Positions may require a Financial Management Level I, II, or III certification per the National Defense Authorization Act (NDAA) 2012, Section 1599d. The certification level must be achieved within prescribed timelines. Positions may be subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Positions may be eligible for part time, full time or ad-hoc telework at the discretion of management.

Travel Required

Occasional travel - Travel requirements will vary. Travel from normal duty station to CONUS and OCONUS may be required and may include remote or isolated sites. Travel may be on military and commercial aircraft for extended periods of time.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Senior level positions may be designated as CAP with further designation as a Key Leadership Position (KLP). As a KLP, the selectee will be required to sign a Tenure Agreement which requests the selectee to remain in this position for a designated period of time, generally 3-4 years.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Positions that are supervisory/ managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. The selectee will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. GS-05: Applicants must also possess at least three years of general experience in the Federal service or equivalent experience in the private or public sector or 4 years above high school Specialized experience must demonstrate the following:

Assist in environmental problems involving environmental protection. Understanding environmental laws and regulations.

GS-07: Applicants must also possess at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector OR 1 year of graduate-level education or superior academic achievement OR a combination of superior academic achievement and one year of professional engineering experience. Specialized experience must demonstrate the following: inspecting hazardous waste sites, reviewing cases of pesticide violations.

GS-09: Applicants must also possess at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR a combination of superior academic achievement and one year of professional engineering experience. Specialized experience must demonstrate the following: performs site inspections at hazardous waste disposal, determines compliance with applicable laws and regulations , reviewing documents, analyzing evidence.

GS-11: Applicants must also possess at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector OR possess three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. Specialized experience must demonstrate the following: prepares complex cases of environmental violations.Conducts investigations .

GS-12: Applicants must also possess at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: performing site inspections, collecting data, reviewing documents, analyzing evidence, evaluating results, writing reports, recommending corrective action or procedures.

GS-13: Applicants must also possess at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:

prepares environmental reports, plans, and records; and coordinates environmental policies and directives with installation officials, customers, generating activities, etc.

GS-14: Applicants must also possess at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: complex technical and/or program or administrative problems and considerations (e.g., inspecting or leading a team in inspecting various types of hazardous waste treatment and disposal facilities, evaluating operating practices. GS-15: Applicants must also possess at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:

Managing the hazardous material/waste, solid waste management, and resource recovery programs at a large military installation with a variety of industrial activities involving the maintenance or modification. Making decisions , planning the work, refining existing criteria, or extending or modifying conventional methods and techniques.
