This National Guard position is for a ENVIRONMENTAL PROTECTION SPECIALIST, Position Description Number D0707000 and is part of the NC CFMO, National Guard (JFHQNC-CFMO / Manning Doc 122J-010).

Responsibilities

As a ENVIRONMENTAL PROTECTION SPECIALIST, GS-0028-11, you will serve as the Environmental Program Manager for the ARNG/ANG and supported tenants which involves the implementation and monitoring of various environmental programs as outlined in ARNG/ANG regulations, directives and policy guidance such as: air and water permitting, Installation Compatible Use Zone Studies (ICUZ), solid and hazardous waste disposal and handling programs, pollution control, PCB disposal management, underground storage tank management, Environmental Compliance Assessment and Management Program (ECAMP), Installation Restoration Program (IRP), cultural & natural resources, endangered species, historical sites and archeology management, etc; coordinate ARNG/ANG level facility environmental plans, programs and projects; serve as the ARNG/ANG contact and spokesperson with local, federal and state regulators; review, initiate corrective action, coordinates with NGB on all notices of violations, compliance orders, notices of noncompliance, and other related environmental violations; conduct surveys, inspections, and evaluate activities to identify and initiate corrective actions for environmental deficiencies; function as the ARNG/ANG Environmental Management Coordinator and responsible for developing and managing the base environmental program to conform to federal, state, and local rules and regulations (e.g., 29 CFR (OSHA), 40 CFR (EPA) and 49 CFR (DOT)); responsible for implementation, administration, and records maintenance of the hazardous waste management training program for ARNG/ANG personnel; manage the environmental permitting process to include; air, waste water discharge, pretreatment discharges, drinking water, and hazardous waste storage disposal or transportation; develop the ARNG/ANG Environmental Program State Operating Budget ensuring that valid cultural and natural resources program requirements are properly identified, justified, and considered in program work plans; review all environmentally related actions on work requests, real property actions, and proposed changes for environmental impact; notify federal, state and local agencies on matters dealing with legally binding reporting requirements; establish procedures for ARNG/ANG underdevelopments/ interagency (state and local agencies) coordination of land, facilities, environmental plans, and disagreements; report immediately to the Air Commander/Commander on matters which impact the installation or community environment or could bring a notice of violation or fine from regulatory agencies.

Minimum Requirements:Progressively responsible clerical experience or other work which demonstrated the ability to acquire and to apply a practical knowledge and understanding of the program objectives, policies, procedures, and requirements relating to the work of the position.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education or training demonstrating the knowledge of the principles, practices, and concepts of an environmental program sufficient to serve as the expert technical advisor on the various environmental programs. Experience demonstrating knowledge of environmental issues,

problems and solutions regarding federal, state, rural and community environmental regulations. Experience in program planning or administration concerned with environmental protection or other activities related to environmental problems.

Experience in an advisory or research capacity involving the creation of solutions to problems concerning environmental protection or other related activities. Experience using on-site investigation techniques, analysis of results and development of conclusions to insure conformance to environmental regulations. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Substitution of Education for Specialized Experience: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.

Recruitment Range: $42,780 - $53,046 GN Salary Grade: GN11 Location: Raleigh Regional Office at 3800 Barrett Drive, Raleigh, NC 27609 Position Summary: This position is an Environmental Senior Specialist position responsible for inspection of wastewater treatment systems, development of staff reports that are required as a part of permit application packages for waste disposal permits, complaint investigations, and riparian buffer/stream determinations. This position is the primary point of contact for permitting and technical questions related to non-discharge permits at major and minor facilities, single family residences, reuse water, and land application of residuals. This position is field intensive. Field work includes complaint investigations; emergency response; single family residence wastewater permit/compliance activities; wastewater treatment and collection system inspections; and identification of impacts to surface waters, riparian zones, wetlands, and riparian buffer/surface water. As a senior-level position, this position will be responsible for tasks that include training new employees associated with the non-discharge compliance program; and participating in work group and stakeholder meetings, internal Division and Department level meetings. Other responsibilities include: * Conducting wastewater (non-discharge and NPDES) inspections. * Investigating land application of residuals and spray irrigation systems, sewer collection systems, and wastewater reuse systems. * Investigating citizen complaints about water quality, and responding to environmental emergencies such as waste spills, sewer system overflows, chemical releases, groundwater contamination, and fish kills. * Assisting with the reviews of self-monitoring data and developing, as appropriate, compliance documents to address permit condition violations, sewer system overflows, monitoring and/or limit, groundwater, and surface water violations. * Helping process mail, certified mail/return receipts as necessary to support RO communications to permittees. * Evaluating facility's compliance with applicable laws, regulations, or permits and preparing compliance reports, enforcement reports, and resolving non-compliance situations in accordance with DWR regulations, policies and procedures. * Preparing staff reports with appropriate recommendations regarding the issuance or renewal of permits, conducting inspections, collecting samples, developing documentation necessary for enforcement actions, and assisting with special water quality studies, as needed. Management Preference: * Physical ability to carry monitoring equipment and samples. * Ability work in field conditions and traverse uneven terrain. * Ability to travel overnight, occasionally. * Demonstrates strong written and oral communication skills. * A valid driver's license.
