TRAINEE 2: A bachelors as noted above and one year of professional qualify experience.

EPS 1: A bachelor's as noted above and two years of qualifying experience.

Qualifying Experience: a position where you have responsibility for the following: development and implementation of program policies and procedures; preparing and interpreting rules and regulations; development, preparation, and management of procurement (solicitation) documents, contracts, and/or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers; collecting data, reviewing alternatives, performing qualitative or quantitative policy analyses; writing technical or programmatic reports; developing, implementing, analyzing, and evaluating programs; developing and implementing expenditure plans, procuring external funding sources, collecting and forecasting the impact of funding and/or organizational change efforts; assisting with the development of environmental public information campaigns.

NOTE: a Juris Doctor, Master's, or higher degree in a related field can substitute for one year of professional experience.

Duties Description Duties Description:

  • Provide regulatory oversight of Solid Waste Management Facilities under 6 NYCRR Parts 360, 361, and 362, including but not limited to Recycling Handling and Recovery Facilities, Land Application and Associated Storage Facilities, Composting and Other Organics Recycling Facilities, Mulch Processing Facilities, Construction and Demolition Debris Handling and Recovery Facilities, Waste Tire Handling and Recovery Facilities, Metal Processing and Vehicle Dismantling Facilities, and Transfer Facilities.

  • Conduct routine compliance inspections, as well as inspections in response to complaints. Prepare written documentation of each inspection on appropriate inspection report forms provided by the Department. Coordinate with supervisor or other involved regional staff of any non-compliance or other issues of concern at the facilities.

  • Review and process registration applications as appropriate for the above-listed facilities.

  • Perform technical reviews of permit applications for certain facilities listed above. Prepare appropriate special permit conditions and coordinate with Division of Permits and legal staff as needed.

  • Coordinate investigation requests with Law Enforcement for suspected violations and obtain their assistance where appropriate for enforcement efforts when violations of Part 360 Series regulations are known. Prepare referrals to legal staff for significant violations that cannot otherwise be resolved.

  • Serve as the Region 8 DMM Recycling Contact, interfacing with Central Office, other DEC Regions, and local municipal representatives as appropriate. Handle regional matters associated with the statewide Waste Tire Abatement Program and other statewide Waste Reduction and Recycling and Product Stewardship initiatives such as the Returnable Container Act, Bag Waste Reduction Law, Polystyrene Foam Ban, etc.

  • Provide technical assistance to the public, to the regulated community and to agency staff concerning regulatory requirements under the Part 360 Series and other policies and guidance regarding solid waste issues.

  • Demonstrate appropriate written and verbal communication skills.

Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Use of Personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain. Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training. Must complete an annual Health and Safety Program including medical monitoring, fit testing and 40 (or 8) hour OSHA HAZWOPER certification. Must be able to lift and move objects up to 50 pounds. Telecommuting may be available, will be discussed at interview.
