Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Qualifying Experience: a position where you have responsibility for the following: development and implementation of program policies and procedures; preparing and interpreting rules and regulations; development, preparation, and management of procurement (solicitation) documents, contracts, and/or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers; collecting data, reviewing alternatives, performing qualitative or quantitative policy analyses; writing technical or programmatic reports; developing, implementing, analyzing, and evaluating programs; developing and implementing expenditure plans, procuring external funding sources, collecting and forecasting the impact of funding and/or organizational change efforts; assisting with the development of environmental public information campaigns.

NOTE: a Juris Doctor, Master's, or higher degree in a related field can substitute for one year of professional experience.

Duties Description This position is located within the Emergency Management Unit (EMU). EMU is responsible for planning for, responding to, and recovering from emergencies and significant incidents as well as executing the NYS Comprehensive Emergency Management Plan. The incumbent for this position will assist with Agency emergency response and planning efforts. EPS will carry out duties in Emergency Management related to agency preparedness, response, recovery, and mitigation efforts while increasing the capacity for 24/7 agency support to federal, state, and local partners. More specific duties will include:

  • The incumbent will be required to perform overtime during emergency response and significant incident operations.

  • The incumbent must be willing to be placed on paid standby for a minimum of 8 units per pay period.

  • The EPS will be required to know and act in accordance with Commissioner's Policy 54, the DEC Emergency Operations Plan, the Continuity of Operations Plan, the Emergency Management Plan, the NYS Comprehensive Emergency Management Plan, the Environmental Conservation Law, and NYS Executive Law 2-B.

  • Draft, edit, review, and contribute towards agency and state emergency plans.

  • Provide notifications to State Watch Center as well as respond to inquiries the unit receives regarding possible or ongoing emergencies and significant incidents.

  • Staff the state emergency operations center during emergency operations in support of emergency support functions: 1 - Transportation, 3

  • Public Infrastructure, 4 - Firefighting, 8

  • Public Health, 9 - Search & Rescue, 10 - Hazardous Materials, 11 - Agriculture, and 13

  • Public Safety & Security.

  • Be familiar with and utilize the Incident Command Structure (ICS) as well as all associated ICS forms.

  • Ability to travel statewide in support of incident and emergency operations & response.

  • Support reimbursement and recovery actions post disasters.

  • Represent the emergency management unit during meetings with agency, state, county, and municipality stakeholders.

  • Complete FEMA and all-hazards trainings commensurate with duty assignments.

  • Act as a liaison between the Director and regions as well as program emergency response coordinators.

  • Participate in as well as lead emergency response working groups and strike teams.

  • Assist with organization of training events for unit, region, program, and agency personnel.

  • Assist with organization of and participation in Federal, state, county, and agency level exercises.

  • Assist in the identification and develop of hazard mitigation solutions for the Agency.

  • Serve as an agency representative with partner agencies for all matters related to emergency management and response.

  • Possess good communication skills as well as team building characteristics.

Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain. Must be able to work in remote areas.

Must be able to work in adverse weather conditions. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
