Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Qualifying Experience: a position where you have responsibility for the following: development and implementation of program policies and procedures; preparing and interpreting rules and regulations; development, preparation, and management of procurement (solicitation) documents, contracts, and/or grants; providing non-engineering technical assistance and information to consultants, public officials, and facility managers; collecting data, reviewing alternatives, performing qualitative or quantitative policy analyses; writing technical or programmatic reports; developing, implementing, analyzing, and evaluating programs; developing and implementing expenditure plans, procuring external funding sources, collecting and forecasting the impact of funding and/or organizational change efforts; assisting with the development of environmental public information campaigns.

NOTE: a Juris Doctor, Master's, or higher degree in a related field can substitute for one year of professional experience.

Under the overall direction of the Great Lakes Program Director, this position will provide strategic communications, outreach, partner engagement and project support to the Great Lakes Program, including targeted and meaningful engagement with disadvantaged and environmental justice communities. The Communications Specialist will work with DEC's Division of Communication, Education, and Engagement, DEC Regions 6-9, and the Offices of Environmental Justice and Indian Affairs, other divisions, state, and federal agencies to advance communications and engagement strategies, facilitate effective internal and external communications, and develop and maintain strong working relationships with Indian Nation partners, environmental justice communities, and other stakeholders within NY's Great Lakes watershed.

  • Serve as the Program's Communications Specialist, with responsibility for developing and implementing a Great Lakes Program outreach and engagement strategy that facilitates internal and external communications, expands outreach and productive working relationships with target audiences, and supports effective outreach, engagement and messaging of Great Lakes projects and programs.

  • Develop and promote content and outreach materials in a variety of formats, including but not limited to written and digital media, graphics, displays, ArcGIS StoryMaps/Dashboards, social media and website postings, presentations, and other media as appropriate. Topical areas may include but are not limited to water quality, water conservation, watershed health and restoration, land use, resilience, and other facets of ecosystem-based management.

  • Coordinate and develop content for Great Lakes Program reports, technical and policy briefings, and other communications products as assigned.

  • Coordinate and facilitate public events and forums, workshops, conferences, presentations, etc. in cooperation with other NYSDEC staff and external organizations.

  • Document and evaluate the effectiveness of communications activities and outcomes.

  • Represent the Department at internal and external meetings and coordinate with local, state, and federal partners to exchange information, expand the understanding of Great Lakes' programs, and respond to inquiries pertaining to the GLAA.

  • Perform other duties or special projects as assigned.

Preferred Qualifications:

  • Excellent interpersonal and verbal/written communication skills to effectively engage with a variety of audiences.

  • Experience building and maintaining productive working relationships with Federal, State, and local agencies, Indian Nations, academic institutions, nonprofit organizations, and other entities with a role in environmental management.

  • Experience communicating with diverse community-based organizations, disadvantaged or environmental justice communities.

  • Experience delivering public outreach or education programs. Ability to effectively communicate complex ideas to scientists, students, non-scientists, and the media.

  • Strong project management and execution skills.

  • Knowledge of the Great Lakes ecosystem and management issues, concerns, and opportunities.

  • Proficiency working with Microsoft Office suite, ArcGIS StoryMaps/Dashboards, Webex/Teams/Zoom and other communications software.

Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required.
