Job Description and Duties

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Under administrative direction of the Division Director of Plant Health and Pest Prevention Services, the Environmental Program Manager II (EPM II) performs a wide range of managerial and consultative work concerning the statewide enforcement of sensitive and complex environmental plant pest laws and regulations and is responsible for formulating and administering policies pertaining to plant health and environmental plant pest prevention issues. The EPM II advises the Division Director, Deputy Secretary, Undersecretary, and Secretary of Agriculture on program and policy, and advises on issues related to improving the environmental health and sustainability of California agriculture.

  • Formulate and administer environmental policies by planning, developing, and directing environmental plant pest detection surveys, eradication methodologies, and environmental monitoring operations.

  • Develop policies and proactive strategies to respond to emerging environmental threats in order to continue to meet the Department's mission of protecting California's environment and natural resources and protect California's sensitive agricultural and water concerns.

  • Formulate new policies, procedures, and program alternatives as needed.

  • Advise Division Director, Deputy Secretary, Undersecretary, and Secretary of Agriculture concerning program and policy matters as well as emerging environmental threats.

  • Develop and propose laws and regulations concerning current and future environmental pest control issues; cooperates with the Department's Executive Office in legislative activities; including preparation of legislative proposals, bill analyses, enrolled bill reports, etc.

  • Provide statewide direction, develop program objectives, establish standards and oversight, identify efficiency opportunities for ongoing program activities and initiatives.

  • Develop and administer environmental compliance strategies in an effort to strengthen pest and disease prevention activities and enhance the ability to respond to emergencies that threaten California's environment, natural resources, and impact foreign trade.

  • Evaluate program demands, operations, and workload to establish staffing levels and resources needed; manage fiscal resources; evaluate employee and performance reports and takes appropriate commendatory or disciplinary action and reviews employee performance with EPMIs; encourage and monitor employee development; allocate resources for training; exercise leadership in the employee selection process; and implement Department policy regarding workplace health and safety.

  • Plan, allocate, and monitor the Branch budget by studying past trends, future expectations, and available resources; oversee the development of budget change proposals; forecast future revenues and expenditures; and prepare monthly status reports for the Division Director.

  • Represent the Branch and CDFA at conferences and meetings with representatives from other states; California State agencies; federal agencies; and county agricultural commissioners.

  • Establish and maintain professional relationships with cooperating local, State and federal agencies, county agricultural commissioners, other states, University of California and other research personnel, industry groups, associations and organizations.

  • Negotiate contracts and work plans with various federal, State, county and private organizations which contract with the Branch for services.

Working Conditions

The duties of the job are performed indoors approximately 90% of the time. The employee's work place is located in the Sacramento Headquarters building. The Environmental Program Manager II has office space and equipped with standard office equipment.

Travel (approximately 10% of the time) by air, car, or other transportation systems to attend in-state and out-of-state meetings, follow up with field staff and local, State and federal agencies will be necessary. This includes overnight stays and day trips occurring at least once a month.

Regular or recurring telework may occur as part of the incumbent's ongoing regular schedule in accordance with CDFA's Telework Policy.

Department Information

Plant Health and Pest Prevention Services (PHPPS) protects California from damage caused by the introduction or spread of harmful plant pests. PHPPS provides invaluable services to California related to sensitive food and environmental protection and safety issues. This is accomplished through exclusion of exotic invasive species, phytosanitary certification, nursery and seed regulation, plant registration and certification, quality cotton program, plant pest quarantine, invasive species detection survey and trapping, eradication, control, and timely and accurate plant pest diagnostics. PHPPS plays an integral role in California's comprehensive regulatory program and provides accurate and reliable support to the County Agriculture Commissioners, USDA, and other state agencies. The primary responsibilities of the Pest Detection / Emergency Projects Branch are the early detection and prompt eradication of exotic and invasive pests that threaten California.

Special Requirements
