This is a full- time position. It is full-time (40 hours per week) with State Benefits.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

This Environmental Program Consultant (EPC) position is in the Corrective Action Branch of the Underground Storage Tank (UST) Section. The EPC position is responsible for the development of guidance documents that outline the assessment and remediation activities at sites contaminated with petroleum, hazardous substances, and other regulated substance releases from USTs and for petroleum releases from non-UST sources such as Aboveground Storage Tanks (ASTs) and spills. The EPC designs outreach materials and conducts training information and instruction regarding assessment and corrective action guidance and policy. The EPC provides a high level of technical assistance and advice to responsible parties, environmental consultants, licensed geologist/hydrogeologists, licensed engineers, and other interested parties. This position is also responsible for other UST Program related duties as assigned by the supervisor.

Key Responsibilities:

  • Develops and updates concise, organized program guidance documentation for UST staff and the regulated community.

  • Serves as key resource for the Section and Corrective Action Branch on various committees, assists with database management and geographic information systems (GIS), trains staff on database and GIS management.

  • Designs outreach materials (policy statements and letters, etc.) and conducts training to provide information and instruction regarding assessment and corrective action guidance and policy, State and Federal UST and non-UST regulations to UST Section staff, the regulated community and the public.

  • Provide technical expertise in analytical and sampling methods and procedures for assessment and remediation caused by petroleum releases from USTs and ASTs. Review laboratory analytical data requested by staff.

The Division of Waste Management:

The primary purpose of the Division of Waste Management is to protect the public health and environment through assuring that solid and hazardous wastes and underground storage tanks are managed properly, and existing contamination is cleaned up across the State of North Carolina. To qualify for this position, applicants must document on the application that they possess ALL the following:

  • Demonstrated experience in analyzing or evaluating data.

  • Demonstrated experience communicating information through written and/or verbal communication.

Management Preferences:

  • NC Licensed Geologist preferred.

  • Experience working with the Underground Storage Tank Program.

  • Experience in the assessment and remediation of contamination sites.

  • Experience in risk-based remediation.

  • Knowledge of laws and/or regulations as it pertains to environmental programs.
