We are seeking a Senior Environmental Planner/Project Manager to help expand our multi-disciplinary environmental planning & entitlement practice in California. The successful candidate will have experience managing and preparing California Environmental Quality Act (CEQA) documents, including initial studies, environmental impact reports, negative and mitigated negative declarations, CE's and exemptions. Additional responsibilities include preparation of Specific Plans, Master Plans, and other planning policy documents in support of a full range of infill and/or land development related projects. Based in Downtown San Jose, this position will focus on market expansion within the Silicon Valley, and will support other offices throughout California, as needed.


  • Bachelor's Degree in Environmental Planning, City/Urban Planning, Environmental Studies, Natural Resources Management or related degree.

  • Minimum 8 - 10 years of environmental planning experience conducting environmental studies for local agencies and private entities.

  • Experience managing, preparing and processing Environmental planning and/or Entitlement-related projects.

  • Experience managing a wide range of tasks related to environmental planning, land use planning, policy planning, and entitlement for both a variety of land development (commercial, residential, campus, institutional, energy), and mixed use and infill-related projects.

  • Experience in the preparation of proposals, budgets, schedules, and public presentations.

  • Thorough understanding of the CEQA process and as well as California Land Use and Planning Law.

  • Knowledge and experience of the variety of resources and professional relationships available to facilitate and complete the CEQA process

  • Experience with WORD, EXCEL, PowerPoint, Prezi, Microsoft Project (or other scheduling software)

Scope of Duties: The Environmental Planner will develop environmental documents for transportation projects throughout northern California in accordance with California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA). Responsibilities: May perform any or all of the following types of assignments in the office or at a field site: * Contribute sections and research for CEQA and NEPA environmental documents: CE/CE, IS/MND, EIR, EA and EIS. * Prepare supporting environmental technical studies as needed. * Conduct field work activities and studies as it relates to transportation project planning tasks under state and federal environmental requirements. * Makes observations, collects data, takes photos, performs analysis, and maintains project documentation. * Prepares mapping and exhibits, preferable through ArcGIS or Adobe Illustrator for reports and presentations. * Organize data and prepare detailed spreadsheets for incorporation into environmental documents. * Conduct environmental impact analyses for various environmental resources. * Research literature, websites to gathers statistics and related data for environmental documents. * Prepares and produces reports in accordance with Caltrans Standard Environmental Reference (SER) guidelines or through approved agency templates. * Prepare environmental analysis sections in accordance with appropriate technical report writing guidelines. * Attend agency or public meetings * Requirements: A 4-year degree in Urban/Environmental Planning or related field and 3-5 years of related work experience in environmental planning and consulting for transportation projects. * Must have Environmental Planning experience in California and knowledge of the California Environmental Quality Act (CEQA) and must have experience working with NEPA. * Experience working with CALTRANS Standard Environmental Reference Guidelines (SER) is highly preferred! * The candidate must be familiar with state and federal environmental laws, policies, practices, and procedures related to environmental analysis of transportation, transit, or water delivery projects. * Must have previous experience conducting environmental evaluations and/or planning analyses for transportation projects. * May be required to travel to other Parsons offices and other project locations for short-term job assignments. * Must have strong analytical, verbal, organization, and written skills, be self-directed and comfortable working in groups and independently. * Strong technical report writing background is required.
