Charles County Government's Department of Public Works - Utilities Division is currently seeking applicants for an Environmental Operations Superintendent to provide managerial and operational support for the day-to-day operations of the County's water and wastewater operations. Other duties include: Involves administrative, management, and supervisory duties for a variety of environmental facilities operated by the Department of Public Works, Utilities Divisions (O&M & Technical Support). Monitors and controls expenditures through participation in the budget process including providing cost estimates for budget submittals, writing justifications for equipment, parts, supplies and materials and making adjustments necessary to improve efficiencies and stay within approved budgets. Operates facilities and generates reports or other documents required to effectively manage facilities and maintain compliance with all applicable regulatory requirements.

Essential Job Functions

• Manages the daily operations of environmental facilities to ensure compliance with permit parameters and all regulatory requirements.

• Reviews data collected by staff for correctness and utilizes automation technology to produce monthly operating reports, discharge monitoring reports, and other documents required by regulation or to effectively manage area of responsibility.

• Provides technical expertise directly to staff and develops computerized systems to improve their ability to make timely and effective process control decisions; utilizes training to develop the operations staff to a level where they understand how to interpret and analyze process control information to effectively operate environmental facilities.

• Provides significant input for preparing the annual operating and capital improvement budgets for facilities in area of assignment; works with staff to control costs within the approved budgeted amounts.

• Provides recommendations for hiring, promotions, disciplinary actions, and all other personnel matters associated with the staff supervised in area of assignment in accordance with County and Department Personnel policies and procedures.

• Monitors/operates the County wide Supervisor Control and Data Acquisition (SCADA) alarm system, County radios for the County Department of Public Works/Utilities.

• Knowledge of Excel computer program.

• Ability to use computerized maintenance program (INFOR), and ability to use HACH WIMS computerized program.

• Participates with County and Department Safety Officers to enforce all safety policies and procedures; goals are to ensure they are understood and followed by staff and visitors, to provide a safe and hazard free workplace, and to eliminate or minimize losses and injuries.

• Manages the preventive and corrective maintenance of environmental facilities to ensure equipment reliability issues do not interfere with facility operations.

• Communicates in a professional manner verbally and in writing; develops clear, concise written documents; speaks clearly presenting information in a manner understood by the audience, and effectively corresponds with the public and with federal, state, and local regulatory agencies and officials on applicable matters.

• Operates a number of environmental facilities located throughout the County so the area of assignment for Environmental Operations Superintendents will vary and is subject to change. Operates Water Treatment Plant, and Wastewater Treatment Plans. Makes process changes to make sure Facilities meet NPDES permits and meet State of Maryland Water regulations. Changes in assignment may be requested by the Chief of O&M and/or the Chief of Technical Support, with concurrence and final approval of the Director. Assignments will be rotated from time to time based on the needs of the Department and to encourage cross training.

• Responsible for Water MOR's.

• Responsible for Wastewater netDMRs.

• Uses Geographic Information system (GIS).

• Responsible for working on paperwork and forms related to all State and Federal regulations, for water systems and wastewater treatment facilities.

• Performs other related job duties as assigned.

• Work on computerized Scale program, at Mattawoman Plant.

Qualifications, Knowledge, Skills, and Abilities

Education and Experience:

High school diploma or an acceptable equivalency diploma (GED). Associate degree or higher in Biology, Environmental Science or Chemistry is preferred.

Eight (8) years of progressively responsible experience in environmental systems operations, four of which include management, administrative, and supervisory experience, or an equivalent combination of education, experience, and training.

Licenses or Certifications:

Must possess a valid driver's license.

Must possess one of the following state certifications: Wastewater Treatment Class-5A or Water Treatment Class 2 upon hire date.

• If upon hire, you only have one of the required certifications, you must obtain the other one within 3 years of employment.

Class 5 Water (Reverse Osmosis) state certification is preferred.

Special Requirements/Qualifications:

Subject to work beyond the normal scheduled hours of work.

Subject to call back in emergencies.

Designated as additional person in responsible charge of environmental systems per State regulations.

This position is required to receive climate competency training level 2.

Knowledge, Skills and Abilities:

• Knowledge of principles involved in the treatment of, and the methods used in the chemical and bacteriological analysis of environmental processes.

• Knowledge of environmental facilities to the extent necessary to operate, repair, and maintain, including all applicable Federal, State, and local regulatory requirements.

• Knowledge of mathematics, chemistry, and biology as applied in the environmental field.

• Knowledge of methods and procedures of wastewater plant and pump station operation, water treatment and distribution systems, stormwater treatment systems, water reuse systems and other environmental treatment processes.

• Knowledge of regulatory requirements applicable to the operation of a variety of environmental process including but not limited to water treatment, wastewater treatment, stormwater treatment, etc.

• Knowledge of administrative processes including budgeting, facilities management, purchasing and personnel.

• Knowledge of effective techniques of supervision.

• Ability to determine the specific tasks and assignments to be performed, independently handling new and unusual problems and deviations encountered in the work.

• Ability to direct the operation of environmental facilities.

• Ability to monitor operations and take appropriate actions to ensure that operations meet requirements.

• Ability to train and supervise employees.

• Ability to maintain records and prepare related reports.

• Ability to establish and maintain effective working relationships with others encountered in the work.

• Ability to communicate effectively orally and in writing.

• Ability to use excel computer program.

• Ability to pass annual Pulmonary Breathing Function Test (will be required to be clean-shaven).

• Ability to enter confined spaces, with proper training.

PHYSICAL DEMANDS

The work is partly sedentary with periods of moderate physical activity. Typical positions require workers to walk or stand for long periods; lift and carry up to 100 pounds; climb stairs, ladders, and scaffolding; bend, kneel, crouch and crawl; reach, hold, grasp, and turn objects; feel the size, shape and temperature of items; use fingers to operate computer or typewriter keyboards; speak normally, to use normal or aided vision and hearing, and to detect odors. This is considered an essential job; you will be required to be present during snow or weather emergencies.
