MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences, agriculture, or engineering and five (5) years of professional experience in environmental protection, regulation or health; one of the physical or natural sciences, agriculture, or engineering; or

A master's degree from an accredited college or university with a major in one of the physical or natural sciences, agriculture, or engineering and four (4) years of professional experience as described above; or

A doctorate from an accredited college or university with a major in one of the physical or natural sciences agriculture, or engineering and two (2) years of professional experience as described above; or

Four (4) years of combined experience as an Environmental Specialist I or higher with the State of Florida; or

Five (5) years of experience as a managerial, policy-making, administrator coordinating the planning administration, data analysis and research activities of an environmental related program, three (3) years of which must have been at the supervisory level.

Professional experience in environmental protection, regulation or health; one of the physical or natural sciences, agriculture, or engineering can substitute on a year-for-year basis for the required college education.

JOB DUTIES:

Assists the Chief of the State Chemical Residue Laboratory program by technical management of Chemical Terrorism (CT) preparedness food analysis activities and other specialized analysis projects for the bureau, and by managing and supervising the Liquid Chromatography Unit of the Tallahassee laboratory.

Manages the bureau's Liquid Chromatography (LC) Unit, including supervising and training professional staff; overseeing equipment purchases and maintenance programs, including LCs with Mass Spectrometers; and overseeing development, evaluation and implementation of new analytical methods and instrumental techniques to meet bureau needs. Oversees LC analysis of regulatory, Pesticide Date Program (PDP) and other designated samples, including testing for non-pesticide residues such as antibiotics. The incumbent must coordinate with the Bureau Chief and other bureau managers to assure timely analysis of all samples in accordance with the bureau's priorities and policies.

Serves as designated Technical Manager for CT preparedness food analysis and reporting by the bureau, which is the agency's lead laboratory for this purpose. Coordinates with the United States Department of Agriculture (USDA), the Food and Drug Administrative (FDA) and other state managers to develop and implement analysis strategies, including new commodities and target analytes. Reviews sample results, assures analysis standards are met, and that results are accurately recorded and transferred to appropriate parties. Communicates with Food Emergency Response Network (FERN) or others to maintain knowledge of policies and expectations, and communicates same to division and bureau managers. Monitors productivity and safeness of sample handling procedures, maintains accurate records, and produces periodic reports as needed.

Supervises effectively by monitoring performance, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed. Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled. Responsible and accountable for managing budget and resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient manner. Ensures that assigned program areas have operational procedures and processes which result in accountability and comply with division and department policies and procedures.

Works with bureau Quality Manager to achieve and maintain ISO 17025 accreditation of bureau, including PDP activities. Works with other bureau staff to develop and implement clear SOPs for CT preparedness needs and effective LC analysis activities.

Complies with all applicable department, division and bureau policy and procedures. Assists division information technology (IT) staff in maintenance of bureau IT application(s) and implementation of new projects. Assures that analytical work complies with applicable SOPs. Maintains overall knowledge of bureau procedures in order to assume other temporary management duties in absence of Bureau Chief or other manager. Performs other related duties as required.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of scientific principles related to chemical analysis as indicated by degree with major course work in chemistry.

  • Knowledge of principles and techniques related to use of modern extraction procedures and analytical instrumentation for analysis of chemical residues in food matrices.

  • Knowledge of requirements for compliance with ISO 17025 and quality assurance protocols.

  • Knowledge of data collection principles and techniques.

  • Skills in applying scientific principles in evaluation of analytical processes.

  • Ability to communicate effectively.

  • Ability to formulate, understand and apply technical policies and procedures.

  • Ability to collect evaluate and interpret scientific data and to prepare technical reports.

  • Ability to effectively utilize information technology tools.

  • Ability to conduct technical training in areas of knowledge.

  • Ability to understand and follow policies and procedures related to work assignments, laboratory safety, employee supervision, and other job-related functions.
