DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The applicant must be proficient in the utilization, application, and interpretation of the TCEQ Multi-Sector General Permit (TXR-050000) regulations. The applicant must have the ability to explain and interpret the TCEQ TXR-050000 regulations to environmental professionals, City of Houston personnel and citizens.

They will supervise the daily field work activities; perform advanced technical investigative work relative to the detection, analysis and elimination or control of environmental pollutants and contaminants. Performs routine chemical water and stormwater analysis. Supervises section; plans, schedules, and reviews work; trains and evaluates employees.

Advises and consults with the public, professional groups, industrial representatives and others regarding environmental criteria, regulations, and City abatement programs. Maintains administrative records, prepares monthly, quarterly, and yearly reports. Compiles legal summaries and testifies in court as an expert witness.

Coordinates budget development and implementation, purchase orders and equipment inventory. Analyzes and evaluates special problems or situations involving environmental quality. Supervises and conducts training of new employees.

Reviews field enforcement activity, including investigation surveys and sampling reports for adherence to established standards; documents and records actions taken. Performs comprehensive inspections, e.g., state implementation plan inspections, annual or overview inspections. May issue citations and violation notices to violators and may testify during court proceedings.

Participates in the development and implementation of basic applied research projects and writes technical reports of results. Troubleshoots and makes minor repairs to instruments

WORKING CONDITIONS    

This position may require lifting of moderately heavy items (up to 40 pounds) and/or long periods of field work. There are occasional minor discomforts from exposure to less-than-optimal temperature and air/odor conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal.

This is a Houston Public Works Department Emergency Management position at the Tier II Level.EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Chemistry, Biology, Environmental Health Engineering or a closely related degree.

EXPERIENCE REQUIREMENTS

Three (3) years of pollution/environmental control experience is required.

LICENSE REQUIREMENTS

None.Preference may be given to applicants with advanced skills in Microsoft Office and strong organizational skills; the ability to work in a fast-paced environment and multi-tasking is preferred.   A strong background in hazardous and non-hazardous waste handling, sampling, and disposal with 20-hour hazwoper certification is preferred.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.SELECTION/SKILLS TESTS REQUIRED:   None

However, the department may administer a skills assessment test.
