What you will accomplish

  • Ensure compliance with environmental regulations for pipeline and other oil and gas related construction activities.

  • Project work may include Federal land management, oil and gas development, transportation, water resources, renewable energy, transmission/pipelines, mining, habitat restoration, wildfire monitoring, and watershed studies.

  • Supervise installation and maintenance of BMPs, erosion control devices (ECDs), and environmental exclusion areas during construction.

  • Use topographic maps, GPS units, aerial photographs, and other maps and tools in the field.

Experience and qualifications for success

  • A minimum of 5 years of experience in environmental consulting inspection of oil and gas/pipeline projects required.

  • Able to inspect pipelines and oil & gas related facilities.

  • Familiar with soil erosion control and BMP installation and maintenance.

  • Familiar with agricultural mitigation plans/drain tile repair.

  • Able to work in remote areas, use ATVs or other four-wheel drive type vehicles.

  • Must have a clean driving record and pass a background check.

Conducts, reviews and oversees the preparation of various inspections for water distribution and wastewater collection system repair, rehabilitation and/or construction (new or revised) for compliance with City of Houston specifications and permits. Coordinates daily investigations workload. Performs inspections, identifies problems areas and recommends solutions. Meets with inspectors, general public, contractors, technical professionals, valve personnel, COH DWO and WWO Managers and businesses to respond to inquiries and technical problems. Reviews INFOR and 311 systems to ensure information is updated and closed out in a timely manner. Performs record keeping activities to maintain filing system, reports and documentation. Researches and evaluates plans, specifications and drawings. Review proposes Contract 410B forms and makes suggestion for improvements / cost. Performs quality assurance inspections or follow-up inspections of subordinate inspectors. Performs inspection duties as needed and other duties as assigned. WORKING CONDITIONS Requires ability to communicate effectively, both orally and in writing, and to deal tactfully with clients, contractors, and the public. Will be required to work outdoors year round in all kinds of weather conditions. Routinely requires lifting of moderately heavy items, up to forty (40 pounds) and/or very long periods of walking on rough surfaces on a routine basis. This is a Department of Houston Public Works Emergency Management position at the Tier _I_ Level. MINIMUM REQUIREMENTS MINIMUM EDUCATIONAL REQUIREMENTS Requires an Associate's degree in a field closely related to the area of inspection to be performed; or a High School diploma/GED and certification/licensing in a technical specialty program of over 18 months in the area of inspection to be performed. MINIMUM EXPERIENCE REQUIREMENTS Four years of journey level experience in the area of inspection to be performed are required. In the areas for Electrical, Elevator Trades, Plumbing, Structural, and A/C and Boiler, experience must be journey level experience received after completion of apprenticeship program. MINIMUM LICENSE REQUIREMENTS Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving. PREFERENCES Preference will be given to applicants with experience in inspection on rehabilitation, renewal and repair of water collection systems. Preference will also be given to those with strong knowledge of the City of Houston Standard Construction Specifications for Water Distribution Systems, Waterlines and Street Paving, Drinking Water Operations Field Work Standards, proficiency in Microsoft Applications (i.e. Word, Excel, Access and Outlook), INFOR IPS or a work order tracking system application, GIS, and mobile technology. The preferred candidate must possess excellent communication and people skills. In addition, preference will be given to applicants with working knowledge of OSHA Standards. Preference will also be given to applicants with a Class Collection III or Distribution "B" license or the ability to acquire within eighteen (18) months of hire/promotion. Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
