It is the function of the site Environmental Health and Safety manager to manage the plant EHS activities within the plant location thus ensuring compliance with all laws, regulations, applicable codes, and corporate policies pertaining to EH&S. The plant operation has the responsibility of providing Trex's diverse business units with the products they require in a timely fashion, at consistent, specified, levels of quality and at a total cost capable of providing competitive leverage. This objective is accomplished in an environment of continuous improvement in quality and productivity with the optimal utilization of human and physical assets.

Key Duties and Responsibilities:

Plant Safety/Legal

  • Develop, manage, and lead Site safety programs to keep safety awareness high and ensure that all employees are aware that safety is the company's number one priority.

  • Audit Site safety procedures and processes to maintain compliance. Ensure all required inspections are current and all documentation is accurate.

  • Manage Site industrial hygiene programs.

  • Develop, manage, and lead Site environmental activities to ensure compliance with all local, state, federal rules and regulations.

  • Develop, manage, and lead Site Safety Committee, Emergency Response Team, and Industrial Fire Brigade.

  • Manage and coordinate site insurance activities with hazard and workers compensation insurance brokers.

  • Support environmental, health, and safety activities at the corporate level including field sales and purchasing representatives.

Financial Control

  • Prepare the annual site budget for the operation based upon forecasted sales, costs of raw materials, and production requirements.

  • Maintain an active and effective cost savings program in all aspects of the business.

Required Skills

Experience, Education:

  • Bachelor's degree in physical sciences or engineering.

  • A minimum of 5 years' experience in an EHS management role in a manufacturing environment.

  • Industrial health, compliance and monitoring programs. Environmental, including air, water waste permits, testing, regulated waste disposal, and compliance. Industrial safety, OSHA, NIOSHA, NFPA, rules, regulations, and compliance. Industrial Emergency Response Teams and Fire Brigades.

  • Strong computer literacy including extensive computer skills with experience in Word, Excel, Access.

  • Strong written and verbal communication skills.

The focus is to ensure effective management of EHS systems while maintaining a safe workplace and compliance with applicable health, safety and environmental regulations. Responsibilities: * Ensure facilities are operating in compliance with all applicable health and safety regulations and requirements as codified in state and federal OSHA regulations or otherwise referenced (typically through a site audit, gap analysis, and closure process) * Champion initiatives that identify and communicate facility risk exposures, prioritize risk reduction needs, and drive closure of recommendations to reduce the identified risks * Champion the initiative to drive facilities toward OSHA VPP Star Site certification to include direct leadership of the training and emergency preparedness processes * Facilitate / oversee incident investigations, root cause analyses, and closure of corrective actions * Act as a regulatory compliance resource * Represent the company with state and federal agencies as required * Assist with case management * Establish and drive continuous improvement in the facilities environmental monitoring and recordkeeping data management systems to ensure compliance with all JM policies and federal, state, and local regulatory requirements * Ensure that all industrial process wastewaters are properly managed and discharged from the plant in a manner that protects ground waters and surface tributaries from contamination and is in compliance with the plants operating discharge permit * Ensure the proper onsite management and offsite disposal of solid, universal, and hazardous wastes and lead a plant-wide effort to eliminate these by correcting the eliminating the root causes and/or reducing wastes, reusing, and recycling various materials * Assist JM Corporate Environmental to evaluate and determine appropriate permitting and abatement strategies for projects that may have an impact on existing air quality permits with an emphasis on NESHAP, NSPS, NSR/PSD, and USEPA/CARB/GCAPCD regulatory requirements * Represent the company with local, state, and federal agencies as required and interface with the general public on environmental issues and promote the companies environmental initiatives at public hearings, meeting * Develop action plans for EHS activities, perform follow-up on these activities, and report status to division EHS leaders * Qualify all personnel involved in water sampling and testing, maintaining environmental abatement equipment, emergency procedures, and handling of hazardous materials and wastes * May be required to perform other related duties as assigned Requirements: (education, skills and abilities) * Bachelor's degree with a minimum of 3 years' experience in health, safety and environment * Solid leadership skills to direct personnel, implement EHS initiatives, and perform follow-up on specific activities * Significant knowledge of safety and environmental regulatory standards (OSHA, EPA, NFPA, etc.) and the ability to work with respective outside agencies (Solid) * Strong interpersonal, verbal and written communication skills (Solid) * Strong organizational and training skills (Solid) * Solid analytical ability to determine and develop solutions to moderately complex problems * Demonstrated root-cause analysis skills (Solid) * Demonstrated Safety and health assessments/audit skills (Solid) * Proficient in Microsoft Word, Excel, PowerPoint, Outlook (Basic - Solid) * Proven experience in hazard awareness and risk assessment for flammable and hazardous materials (Solid) * Fundamental knowledge of Behavior Based Safety including general principles, audit process, incentives, and accountability (Basic) * Working knowledge of federal, state and local environmental laws and regulations relating to air, water, solid waste and hazardous waste management (Solid) * Supervises/Leads individuals or a project team to achieve milestones and objectives by setting priorities and providing direction.
