(Staff Assistant)

In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

Effective June 28, 2024 - 4.25% increase

Effective June 27, 2025 - 4.00% increase

Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment will establish an Open eligible list which will be used to fill current vacancies and can be used to fill future Staff Assistant positions within the Health Care Agency. This recruitment may also be used to fill positions in a similar and/or lower classifications throughout the County of Orange.

THE AGENCY

The County of Orange, Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the leadership of the Agency Director, a dynamic executive team with an organizational structure comprised of five (5) service areas - Strategy and Special Projects, Behavioral Health Services, Correctional Health Services, Medical Health Services and Public Health Services - is committed to meeting the health needs of the diverse Orange County community.

ENVIRONMENTAL HEALTH DIVISION

Environmental Health Division (EH) is comprised of various programs aimed toward protecting the health and safety of Orange County residents and visitors from harmful conditions in the environment. Staff enforce laws and regulations and emphasize education to assist businesses with providing healthy and safe communities. Services include retail and wholesale food protection, foodborne illness investigations, public pool inspections, childhood lead exposure prevention, water quality, ocean water protection, solid waste facility oversight, hazardous materials surveillance and mitigation oversight, underground and aboveground storage tank oversight, body art facility and practitioner oversight, medical waste management inspections and a used oil recycling education program.

THE OPPORTUNITY

The Environmental Health Administrative Support provides support to the EH Division Support Manager in the areas of administration, budget, purchasing, finance, and accounting.

Duties and responsibilities for this position include, but are not limited to:

  • Maintaining fixed and controlled assets inventory

  • Reviewing/tracking/processing purchase requisitions

  • Reviewing/coordinating travel requests

  • Coordinating conference rooms

  • Providing support with audio/visual equipment

  • Coordinating special projects

  • Conducting surveys on behalf of the Division

  • Updating policies and Standard Operating Procedures

  • Creating spreadsheets to track and present data related to the Division

  • Preparing and delivering presentations and training to staff and stakeholders

  • Other administrative tasks

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES

The ideal candidate will have at least two (2) years of experience gathering, compiling, analyzing and presenting information verbally and in writing in the area related to Environmental Health (EH) Programs. Additionally, the ideal candidate will possess knowledge and experience in the following core competencies:

  • Providing administrative support related to EH programs

  • Compiling, analyzing, and reporting EH data

  • Proficiency using Microsoft Excel, Word, PowerPoint, and Outlook

  • Presenting ideas and complex material clearly, concisely, logically, and persuasively both in person and in writing

PHYSICAL AND MENTAL REQUIREMENTS

Physical Requirements

Vision sufficient to read standard text and a computer monitor; speak and hear well enough to communicate clearly and understandably to individuals and groups in person and over the telephone; body mobility to stand, sit, walk, stoop and bend routinely to perform daily tasks; manual dexterity sufficient to use hands, arms and shoulders to operate a keyboard, and utilize office equipment.

Mental Requirements

Mental stamina for problem solving and prioritizing multiple tasks.

RECRUITMENT PROCESS

Human Resource Services (HRS) will screen all application materials to identify qualified candidates. After screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the competition.

Structured Oral Interview | SOI (Weighted 100%)

Candidates will be interviewed and rated by an oral interview panel of job knowledge experts. Each applicant's rating will be based on responses to a series of structured questions designed to elicit the candidate's qualifications for the job.

Based on the Department's needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure.

Eligible List

Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies.
