Job Duties

The Office of Drinking Water is seeking an Environmental Engineering Consultant (Deputy Field Director) for the Richmond Field Office. The Richmond Field Office currently serves the counties of Caroline, Charles City, Chesterfield, Essex, Goochland, Hanover, Henrico, King and Queen, King George, King William, Lancaster, Louisa, Middlesex, New Kent, Northumberland, Powhatan, Richmond, Westmoreland, and the City of Richmond. This is an exciting opportunity to work in an office filled with passionate public health professionals dedicated to ensuring Virginians are provided with safe and reliable drinking water.

Under Section 32.1-167-176 of the Code of Virginia and the Federal Safe Drinking Water Act, the Department of Health (VDH) is required to provide safe drinking water regulations. The Environmental Engineering Consultant manages the technical services and permitting programs in the field office and serves as the subject matter expert within and outside the agency in a variety of technical areas.

Critical duties of this position include: (1) Researching technological developments, (2) recommending changes to policies and regulations, (3) providing high level technical assistance, (4) conducting quality assurance program reviews, (5) training and supervising engineering staff, (6)maintaining data systems and producing reports, and (7)overseeing the permitting program in the office to include project/engineering related and operation related permits and approvals. This position also assists in the overall administration and management of the field office.

Minimum Qualifications

A Virginia Professional Engineering (PE) license or the ability to obtain within 1 year

Working knowledge of biology, microbiology, chemistry, and math; extensive knowledge of technology associated with provision of drinking water.

Ability to use computers for word processing and data management.

Ability to communicate in English in writing, orally, interpersonally, and before groups and public meetings.

Ability to interpret regulations and technical documents.

Ability to manage complex projects and regulatory programs.

Comprehensive knowledge of drinking water laws, regulations, standards/methods.

Ability to effectively supervise others.
