Job Summary

This position is located in the Department of Energy and Environment (DOEE), Air Quality Division, Permitting Branch. The mission of DOEE is to protect the environment, conserve natural resources, and improve the quality of life in the District of Columbia.

As the nation's capital city, the District will become a model of environmental protection and sustainable environmental practices. In partnership with other District agencies, the federal government, business groups, non-profit organizations, and residents, the department will help instill environmental awareness through innovation and best practices.

The incumbent in this position serves as an expert Environmental Engineer, applying (a) professional knowledge of the principles, methods, and techniques of engineering concerned with facilities and systems for controlling pollution and protecting human health and the quality of air, land, and water resources to provide a healthful environment; and (b) an understanding of and the ability to utilize pertinent aspects of chemistry, biological sciences, and public health that pertain to the control or elimination of pollutants.

Duties and Responsibilities

Responsible for work in one or more of the following environmental programs: Underground Storage Tank Management; Hazardous and Solid Waste Management; Water Quality Protection; Air Quality Protection; Hazardous Materials, including Indoor Air Quality, Lead Hazard Control, Pesticides, and Asbestos; Erosion, Sedimentation, Storm Water, and Flood Control; Nonpoint Source Water Pollution Control and Watershed Habitat Restoration; Contaminated Site Programs; and Environmental Planning Review. Interpret District and federal statues, regulations, and guidelines for a specific environmental discipline.

Review applications for various approvals and permits, including engineering plans, permits, registrations, certifications, and licenses and determine whether to approve or deny the same, in accordance with established scientific, engineering, and regulatory standards, criteria, and procedures. Prepare inspectional and investigatory reports from facts and information gathered during field inspections and records review, and maintain database findings, conclusions, and decisions.

Review trade journals, news releases, technical reports, and District and federal legislation, regulations, and guidance documents for developments that might affect regulatory and enforcement programs. Inform supervisor of any information considered significant. Assist in the development and drafting of environmental policies, regulations, guidelines, procedures, and forms.

Qualifications and Education

Mastery of environmental engineering concepts, principles, and practices applicable to difficult and complex technical problems associated with advanced and/or major air, soil, and water pollution contamination problems encountered by the metropolitan area, including knowledge of state-of-the-art technology and new methods or procedures for controlling pollution and/or restoring the environment; as well as the principles of air pollution control, effluent treatment, nonpoint source water pollution control, chemicals and waste management, and water supply treatment and distribution.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

Licensure/Certification

A Professional Engineer License in the District of Columbia is required. Valid licensure as a Professional Engineer in the District of Columbia must be maintained during the course of employment as an engineer. Incumbent is required to possess a valid driver's license.

Work Environment

Work is performed in an office setting and field environment.

Working Conditions

The work requires a wide range of safety precautions such as use of safety glasses, hard hats, protective clothing, respirators, and life jackets. Participation in ongoing health and safety training is required as mandated by the Occupational Safety and Health Administration's promulgated standards.
