Environmental Engineer Viii AC: General

Overview

The Vermont Department of Environmental Conservation (DEC) seeks to hire a highly organized, energetic, and motivated engineer with experience in the planning and construction of municipal pollution control and public drinking water infrastructure to serve as the Water Investment Division's Design and Construction Engineering (DCE) Section's Chief Construction Engineer. The DCE Section currently consists of 10 engineers and is supervised by a Vermont licensed professional engineer.

The engineer we hire will possess the knowledge, skills, and interest in managing the DCE Section's construction-related responsibilities and functions. The DEC receives state and federal funds that are awarded to municipalities and certain private entities such as homeowners associations, mobile home parks, etc. to plan and construct improvements to water, wastewater and storm water infrastructure.

The Chief Construction Engineers key responsibilities include:

• Serving as the construction expert regarding internal policies and procedures, guidance documents, compliance with federal and state funding requirements.

• Overseeing construction projects to ensure planned projects are biddable and constructable, and participate in the pre-bid and bidding phase to monitor compliance with federal and state procurement requirements. During active construction, attending progress meetings between the owner's representatives and the contractor, review partial payment requests, document observations, and answer questions related to project eligibility. Additionally, providing ongoing assistance to the owner and the project consultant with maintaining compliance with federal and state requirements.

• Supervising four construction engineers.

This position requires strong interpersonal, communication, and organization skills to manage numerous projects concurrently and work with a wide array of municipal, federal, and state officials, private sector consultants, contractors and related organizations. The Chief Construction Engineer is expected to perform the work exercising significant independent judgement. The ideal candidate will have experience in the construction industry, including experience with interpreting construction and engineering contracts.
