MINIMUM QUALIFICATIONS:

GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Provides professional and technical advice, in a consultative capacity, on engineering designs used to prevent and eliminate environmental health hazards, specifically regarding the development and evaluation of the overall operation of sanitation facilities.

Responsible for overseeing the design, construction, force management and program support activities for multiple offices. Develops program policies and provides program oversight for an engineering program. Mentors junior engineers and considered the resident design expert.

Selective Placement Factor: Professional knowledge to effectively manage the design, maintenance, and construction of Health Facilities as evidence by possession of a Professional Engineer (PE) registration as a professional engineer by any US state or Territory. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements:

Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.

The successful applicant will be a member of the Inspection, Compliance, &amp; Remediation Program's storage tank section in DANR. We are seeking individuals with a strong desire to learn and an interest in building a career.</p><p>What you will do:</p><p>As part of the storage tank section, you will play an important role in implementing state and federal regulatory policies governing groundwater protection and cleanup related to storage tank facilities to protect human health and the environment. This position will perform tank inspections, release assessment and remediation, and conduct engineering evaluations of plans and specifications for aboveground and underground storage tank systems to determine if the plans and specifications are designed in accordance with industry and state standards.</p><p>Based on the applicant's knowledge, skills, abilities, and work experience, this position may be hired as Engineer I, Engineer II, or an Engineer III at the appropriate salary for the engineering level hired. Information on the engineering career family and engineering positions can be viewed at: https://bhr.sd.gov/files/classspec/804001.pdf.</p><p>Duties may include the following:</p><ul><li>conducting site inspections to verify facility compliance with underground and aboveground storage tank rules;</li><li>assisting with underground and aboveground storage tank systems plans and specifications review;</li><li>providing technical and regulatory assistance to tank owners and operators, contractors, consultants, and the general public;</li><li>conducting engineering reviews of environmental assessment and corrective action reports for assigned contamination cases to determine their adequacy to meet cleanup requirements and to determine compliance with state rules and procedures;</li><li>conducting contamination compliant investigations to determine validity and recommend corrective actions where necessary;</li><li>providing technical information and assistance to colleagues, other state and federal agencies, and members of the public with customer service being a high priority.</li></ul><p>This position requires a valid driver's license, frequent travel, and occasional overnight travel. Field work can occur in a wide range of weather conditions and may occasionally require the ability to lift of up to 50 pounds. Office work will be conducted in a routine office setting. Normal work hours are from 8:00 a.m. to 5:00 p.m., Monday through Friday; however, fieldwork may result in flexing the work schedule.
