The Department of Environmental Protection - MassDEP - is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources.
MassDEP seeks applicants for the (1) position of Environmental Engineer III (EEIII). The position is assigned to the Western Regional Office (WERO) Drinking Water Program (DWP), located in Springfield, MA.
Under the supervision of an employee of higher grade, the EE III assists in the implementation of the MA Drinking Water Regulations and the Safe Drinking Water Act with emphasis in the following areas:
Reviewing and evaluating water quality monitoring data and laboratory reports
Providing technical assistance to public water systems.
Evaluating the technical, managerial and financial operations of public water supplies.
Conducting Sanitary Surveys or other inspections of public water systems and Comprehensive Compliance Evaluations of public water systems including watersheds, drinking water treatment plants, water sources, and distribution systems.
Reviewing and evaluating engineering plans and specifications for drinking water related construction projects.
Reviewing and evaluating drinking water related chemical addition systems and other treatment systems.
Drafting inspection reports and engineering review letters.
Conducting inspections of drinking water related construction projects.
Reviewing and evaluating technical aspects of drinking water permit applications.
Reviewing and translating technical report results into permit conditions.
Implementing new MassDEP Drinking Water Program, Regional and Federal Initiatives.
Implementing MassDEP's Enforcement Response Policy as appropriate.
Maintaining MassDEP's database systems as appropriate.
Understanding and applying drinking water requirements to situations at Public Water Systems to determine compliance and to recommend actions.
Evaluating water quality sample results, reviewing existing and/or proposed drinking water treatment systems and practices, evaluating interactions between various existing and proposed treatment systems and review of water quality sample results and determining treatment needs to achieve optimal water quality.
Responding to Drinking Water contamination events, assisting with the region's Mobile Operations Center, an Emergency Response related vehicle capable of providing laboratory support in the field including operation of the portable gas chromatogram and other field laboratory equipment.
Collection of water samples.
Inspecting drinking water labs and lab equipment, reviewing sampling practices, reviewing lab equipment maintenance and calibration of laboratories;
In addition, depending upon applicant skills, training provided and the needs/workload of the wastewater and drinking water programs at a given time, providing periodic assistance to the Wastewater Water Program by:
reviewing and evaluating wastewater permits and reports;
conducting inspections and investigations, reviewing reports and other activities relative to wastewater treatment systems and facilities, including Septic Systems, Groundwater Discharge Permit Facilities and Municipal Wastewater Treatment Plants; providing support to local Boards of Health relative to septic systems; such as Septic Systems, Groundwater Discharge Permit Facilities and Municipal Wastewater Treatment Plants;
sampling and analysis of water using the region's colilert system and laboratory, analysis of water samples using other lab methods and equipment within the region;
Participating in the region's bacteria source tracking work including laboratory oversight field sampling, laboratory analysis, coordination of sampling with Office of Watershed Management, coordination of sampling plans with Wastewater Section Chief and other WERO programs as appropriate and participation in regional initiatives that include bacteria sampling;
Inspecting wastewater treatment plant laboratories;
Assisting with the region's Mobile Operations Center, an emergency response related vehicle capable of providing laboratory support in the field.
Performing such other duties and related work as may be required.
Initially assigned to the Bureau of Water Resource (BWR) in the Drinking Water Section (DW), the Environmental Engineer llI (EEIII) may rotate to other work units as needs arise.

Preferred qualifications and experience:
Demonstrated knowledge of the principles and practices of environmental science and public health, including knowledge of the Drinking Water Regulations (MGL c. 111, 5G and 160 and 310 CMR 22.00) and associated guidance and policy documents; including:
Experience with the operation of Public Water Systems
Experience with the design, permitting or oversight of Public Water Systems
Licenses as a Public Water System Operator preferably Treatment and Distribution System licenses
Experience with water quality sampling and laboratory practices preferably laboratory experience
Knowledge of applicable laws, regulations, and practices pertaining to the protection of drinking water, the environment, and public health.
Knowledge and experience with environmental engineering as it relates to drinking water.
Knowledge and experience in the design of drinking water facilities.
Knowledge and experience with water quality monitoring and water treatment technologies.
Experience reviewing and evaluating technical aspects of permit applications.
Knowledge and understanding of current water conservation technologies for Public Water Systems and users.
Experience implementing Massachusetts General Laws and regulations.
Experience reviewing and translating technical report results into permit conditions.
Knowledge of the methods of general and technical report writing.
Ability to express ideas clearly both orally and in writing.
Experience in dealing with the public and public officials.
Experience with word processing, spreadsheets, and familiarity with ACCESS and EXCEL.
Experience with bacteria source tracking, laboratory work and operations, particularly with respect to bacteria sampling and testing and wastewater treatment work;

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental engineering. civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering and (B) of which at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below.
I. An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in environmental engineering, civil engineering, civil engineering technology, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in environmental engineering, civil engineering, sanitary engineering, mechanical engineering, chemical engineering or public health engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
