BASIC FUNCTION
Provides regulatory expertise, coaching and hands-on support to drive environmental compliance. Plans and performs required activities to maintain compliance with air, water, solid waste, and wetlands regulations. Activities include preparation of reports, defining programs and procedures, records maintenance, compliance assurance, training, and regulatory reviews.
RESPONSIBILITIES
Responsible for activities required to maintain and demonstrate regulatory compliance with air, storm water, potable water, solid waste, and wetlands rules. Provides regulatory expertise, coaching and hands-on support to drive environmental compliance
Monitors site performance against permit and other regulatory requirements and identifies opportunities to continuously improve
Duties include a large number of scheduled periodic reporting requirements internally as well as to federal, state, and local agencies. Responsible for maintaining contingency plans required by regulatory rules and conducting periodic site inspections to monitor compliance with these requirements
Oversees performance of contract personnel assisting in environmental efforts such as solid waste handling/disposal and fugitive emissions (LDAR) monitoring
Review new and updated rules, determines impacts to the plant, and proposes procedural changes to comply. Train personnel and conducts audits to verify compliance
Maintains plans and environmental records required for environmental compliance in an up-to-date condition
Conducts routine site inspections of the Bayport facility to verify procedural compliance with regulatory requirements
Monitors the status of environmental control equipment to verify correct operation
Provides environmental support to turnarounds and projects
Review air, water, and solid waste regulations and assesses their impact on Bayport. Provides annual training to Plant Personnel on waste handling and assists with training on other environmental topics. Participates in company-wide work groups as needed. Updates solid waste profiles, waste handling procedures, coordinates removal of waste from the site, and signs hazardous waste manifests. Oversees the efforts of contract personnel assisting with environmental compliance efforts
Coordinate testing required for flares, boilers, cooling towers, oxidizer, and other required sources
Understands, supports, and complies with all plant safety policies and procedures, including the use of loss control software for loss control reporting and communication
Responds to agency enforcement actions by providing quality information in a timely manner
Hosts environmental inspections, provide requested information, and lead negotiations with regulatory agencies on environmental issues
Participates in industry trade association environmental workgroups, workshops, and outreach efforts
Create purchase orders for HSEE vendors as needed
Submit required regulatory reports and forms
Remain familiar with local regulations

COMPETENCIES
QUALIFICATIONS/EXPERIENCE REQUIRED
Bachelor's Degree in Chemical or Environmental Engineering (Other technical degrees will be considered depending upon the experience level of the individual)
0-3 years of experience in related field, knowledge/experience of state and federal environmental regulations, and ability to acquire knowledge of plant operations
Must be willing to obtain TCEQ Visible Emissions Evaluator Certification and a TCEQ Class D Water Operator License.
Excellent verbal and written communication skills and the ability to work independently and collaboratively
PREFERRED QUALIFICATIONS/EXPERIENCE
Knowledge of Industrial Hygiene sampling
40 hour HAZWOP training
Experience within a petrochemical or refining manufacturing facility
Experience directly interfacing with state or federal regulatory agencies
PHYSICAL CAPACITY REQUIREMENTS
This position requires the incumbent to:
Follow safety requirements for the role including any use of personal equipment, aids, or tools
Read technical procedures and materials in English
Ability to read and interpret and develop documents such as safety rules, operating and maintenance instructions, and procedure manuals
Wear mandatory FRC and PPE (foot, head, ear, eye, and hand protection) when inside plant environment, or where directed by signage or procedure
Routinely reacts to visual, aural, and other signals, including alarms and instructions, and is required to visually inspect work including at high elevations above grade
Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus
Frequent bending, reaching, lifting, walking, and climbing
Wear all required personal protective equipment, including but not limited to respirator where directed by signage or where safety precautions are necessary
Sit or stand for extended periods of time
Work at computer for significant periods of time throughout the day
Required to reach overhead and at shoulder level with hands and arms
The noise level in the work environment may be loud and requires that hearing protection be worn in identified areas
Must demonstrate fine and gross hand manipulation including pinching, gripping, turning, and keyboarding
Works in temperature extremes due to weather conditions and operating equipment
Walk ½ a mile per job
Move about all areas of the plant, including catwalks, deck grating, wet and muddy areas, and uneven surfaces
Climbs and works at various heights and may work in a standing, sitting, lying down, crouched, or kneeling position
Ascend and descend stairs and stationary vertical ladders as part of normal work activity and emergency situations
Must be capable of lifting/carrying/pushing/pulling up to 25 pounds
Access confined spaces and pressure vessels through standard 24" manways
Climb up to 100 feet in height
