THE POSITION
To perform semi-skilled and skilled work involving the City's Pollution Prevention Program, Industrial Pretreatment Program, Stormwater Program, and related programs. The purpose of this recruitment is to fill a current vacancy, as well as establish an eligibility list for future vacancies.
IDEAL CANDIDATE
The Ideal Candidate for this position will have strong communication and customer service skills, the ability to prioritize work and maintain deadlines. Candidates should be willing to work in a variety of conditions exposing them to inclement weather, wastewater and stormwater, as well as vehicle traffic. The Ideal Candidate will be able to work well independently, as well as in groups both internally and externally to the City.
ESSENTIAL JOB FUNCTIONS
Assist in developing and implementing the Pollution Prevention Program. Assist in the day-to-day enforcement of the Industrial Pretreatment Program, Pollution Prevention Program and the Stormwater Program.
Inspect Pollution Prevention Program facilities to ensure compliance with City Pretreatment regulations. Assist with inspection of Industrial Pretreatment Program facilities to ensure compliance with Pretreatment regulations. Inspect construction sites to ensure compliance with NPDES Phase II requirements.
Issue discharge permits for new and existing businesses regulated under the Pollution Prevention Program. Regular and consistent attendance. Work weekends and holidays as assigned.
OTHER JOB FUNCTIONS
Collect samples and perform routine laboratory tests and analyses. Serve in a stand-by status after regular working hours and respond to emergency call-outs.
Keep detailed records of Pollution Prevention Program activities. Assist with public education and outreach activities to permitted businesses and residential customers. Perform related duties as assigned.
QUALIFICATIONS
Environmental Compliance Inspector I:
Education: High School Diploma or equivalent. Specialized training or coursework in the water pollution control field is highly desirable.
Experience: One (1) year of experience in working with mechanical equipment and basic water or wastewater chemical and bacteriological processes is desirable.
License or Certificate: Required upon hire, possession of a valid California Driver's license. A Grade I Environmental Inspection Certificate issued by California Water Environment Association is required within 12 months.
Environmental Compliance Inspector II:
Education: High School Diploma or equivalent, supplemented by specialized training or coursework in the water pollution control field.
Experience: One (1) year of experience in the operation of a Pretreatment program. One (1) year of experience in the operation and maintenance of wastewater treatment plant and/or related facilities or programs is desirable.
Licenses and Certificates: Grade I Environmental Inspection Certificate issued by the California Water Environment Association required upon hire. Must obtain a Grade II Environmental Inspection Certificate issued by the California Water Environment Association within 12 months of appointment.

Environmental Compliance Inspector I
$4,041.49 - $5,158.09 /month
$1,865.30 - $2,380.66 /bi-weekly
Environmental Compliance Inspector II
$4,461.05 - $5,693.57 /month
$2,058.95 - $2,627.80 /biweekly
BENEFITS
Future Salary COLAs:
4% increase (eff July 2024), 1% increase (eff January 2025), 4% increase (eff July 2025) and 1% increase (eff January 2026)
Retirement:
CalPERS Retirement System (2 % @ 60 formula for Classic CalPERS members and 2% @ 62 formula for new CalPERS members). The City does not participate in social security
Deferred Compensation:
Choice of deferred compensation plans (Traditional and Roth) with 1% City-match effective July 2024. After successful completion of probation, new hires are also eligible for a 2% City contribution.
Medical:
CalPERS Medical Insurance Plans, including HMOs and PPOs. City gives an allowance toward the cost of insurance. Maximum Family Medical Allowance (2024): $2,463.99 per month
Dental/Vision:
City paid Delta Dental and VSP Vision Benefits
LTD/STD:
City paid wage protection for long/short term disabilities
Life Insurance:
City provides $50,000 life insurance policy
Supplemental Benefits:

6.7 hours per month during first three years of service
