ABOUT THE POSITION:

The fundamental reason for the existence of this classification is to perform a variety of technical duties involved in the collection and preservation of industrial and commercial wastewater samples and any other sampling required of the pretreatment program, meter reading and perform basic permitting, inspection and enforcement functions related to the commercial portion of the industrial waste pretreatment and storm water programs.

THE IDEAL CANDIDATE:

The ideal candidate will also be familiar with or have the ability to, collect samples in the field; read water meters, use wastewater monitoring equipment; maintain accurate data and keep detailed records; work effectively alone or as part of a group and in a team based organization; follow instructions and procedures including safety compliance; convey technical information to supervisory and environmental compliance personnel; establish and maintain cooperative working relationships and deal tactfully and effectively with those contacted in the course of work; speak and write clearly, concisely and effectively; read and interpret complex technical documents and instructions; and use computerized software programs including word processing, spreadsheet and data base applications.

THE SELECTION PROCESS:

Essential Duties: The following duties are considered essential for this job classification:

  • Collect samples from industrial, commercial, and domestic dischargers for laboratory and field analysis,
  • perform meter reading for industrial and commercial users; 
  • perform inspections on food service facilities in accordance with federal, state and local requirements;
  • review log books, field data, recordings, and other documentation related to discharges from industrial and commercial sites;
  • keep detailed, accurate records of field activities and observations, utilizing computer programs;
  • maintain field equipment and vehicles for daily use;
  • clean Environmental Compliance laboratory glassware and equipment and maintain the laboratory in a neat and orderly condition;
  • participate in quality assurance and quality control programs;
  • perform preventive maintenance on monitoring and safety equipment;
  • calibrate and certify safety equipment for proper usage and keep detailed records on each piece;
  • perform all work assignments in accordance with appropriate safety rules, regulations and emergency procedures.

In addition to the duties listed in the Essential Duties section, each employee in this classification may perform the following duties. Any single position may not be assigned all duties listed below, nor do the examples cover all duties which may be assigned.

  • Assist Pretreatment Program Staff with special assignments;
  • assist in the modification of field sampling and monitoring methods;
  • and perform other related duties as assigned.

Knowledge of: Basic chemistry principles and basic laboratory testing methods, especially field testing methods; sampling techniques and laboratory chain of custody procedures; basic principles of wastewater and/or industrial waste pretreatment; field and laboratory safety practices and procedures; record keeping techniques.

Ability to: Collect samples in the field; use wastewater monitoring equipment; maintain accurate data and keep detailed records; work effectively alone or as part of a group and in a team based organization; follow instructions and procedures including safety compliance; convey technical information to supervisory and environmental compliance personnel; establish and maintain cooperative working relationships and deal tactfully and effectively with those contacted in the course of work; speak and write clearly, concisely and effectively; read and interpret complex technical documents and instructions; and use computerized software programs including word processing, spreadsheet and data base applications.

EXPERIENCE AND EDUCATION:

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience

  • Sufficient wastewater experience or experience performing field technician and/or laboratory duties which demonstrates possession of the required knowledge and abilities.

Education

  • Equivalent to a two-year degree in Environmental studies or related field. Sacramento State Pretreatment Facility Inspector course or other course work approved by the Utilities Department, completed within two years.

Selection Process:

Applicants possessing the MOST DESIRABLE qualifications based on a screening of the application materials and supplemental questionnaire will be invited to continue in a selection process that may consist solely of an application screening, or may include an oral appraisal interview, assessment center, or another activity selected by the Human Resources Department. An eligible list will be established as a result of this selection process and may be used to fill future vacancies.

Working Conditions:

Incumbents assigned to this classification communicate with commercial users orally, face to face and using a telephone. Work is performed indoors in an office setting and outdoors in a variety of weather conditions.  In the office, incumbents enter data or information into and retrieve it from a computer terminal, PC or other keyboard device when performing such tasks as tracking laboratory data and updating quarterly EPA reports.  During site visits, incumbents walk over uneven or rough surfaces while setting sampling equipment, and lift and carry a full sampler weighing up to 75 pounds unassisted for short distances.  Analyses of discharges can require differentiating between colors on a strip chart or in solution.  During site inspections, inspectors may use and draw maps, graphic schematics, or blueprints of site layouts; inspectors also examine written records in order to determine compliance with regulations.
