THE WATER QUALITY CONTROL PLANT:

The Water Quality Control Plant (WQCP) processes wastewater discharge for the cities of South San Francisco, San Bruno and the Town of Colma. The Water Quality Control Plant is a division of the Public Works Department staffed by 38 employees including: Plant Superintendent and Assistant Plant Superintendent of WQCP; Maintenance, Laboratory and Environment Compliance Supervisors; Senior Chemist; Chemist; Lead Plant Mechanics; Plant Mechanics; Lead Plant Operators; Plant Operators; Electricians; Senior Environmental Compliance Inspector; Environmental Compliance Inspectors, Utility Workers, and two Administrative Assistants.

Ideal Candidate

The ideal Environmental Compliance Inspector I will have knowledge of basic operations and activities of sewage collection and wastewater treatment facilities; chemistry and chemical engineering; techniques and methods of sanitary engineering in conjunction with the interpretation and enforcement of laws, codes and ordinances; and safety principles, practices, regulations, and procedures related to the work, including OSHA regulations. The ideal candidate will also have the ability to learn, understand and interpret pertinent Federal, State, and local rules, regulations and guidelines related to industrial wastewater discharge, industrial pretreatment and stormwater programs; learn to perform routine chemical analysis; identify hazardous materials and respond appropriately; and accurately prepare required reports.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Environmental Compliance Inspector I

Experience: One year of increasingly responsible work experience in inspections, laboratory, or operations, requiring knowledge of physical, chemical, biochemical, and bacteriological analysis of water and wastewater.

Training: A bachelor's degree from an accredited college or university with major coursework in environmental science, biology, microbiology, chemistry or a related field. Additional qualifying experience may be substituted for up to two years of the desired education on the basis that two years of experience equals one-year of education.

Licenses/Certificates: All licenses and certificates must be maintained as a condition of employment.

  • Possession of, or ability to obtain and maintain, an appropriate, valid California driver's license and maintain a satisfactory driving record.

  • Possession of, or ability to obtain and maintain, a Confined Space Certification by the end of the probationary period.

  • Possession of an Environmental Compliance Inspector Grade I Certification issued by the California Water Environmental Association by the end of the probationary period.

The Selection Process:

The most highly suitable and qualified candidates who demonstrate the best combination of skills, training and experience will be invited to participate in an oral panel interview. This assessment is tentatively scheduled for the week of June 17, 2024.

Benefits

Environmental Compliance Inspector I Hourly Rate: $45.71 - $55.57 hourly

Retirement: CalPERS retirement formula is 2% at age 60 for Classic members or; 2% at age 62 for "new members" as defined by Government Code §7522.04(e). Social Security and Medicare participation and option to participate in 457 deferred compensation plans. City contributes equivalent of 1.5% of base pay towards a medical after-retirement account.

Health Insurance: City offers a choice of medical HMO (two providers) or PPO plan, and offers vision and dental coverage.

City pays 100% of vision and dental premiums for employee and eligible dependents. Employees shall contribute 10% of the HMO premium cost based on category of coverage (single, two, family). For PPO, employee pays cost difference between PPO and HMO plans. City provides 100% City-paid short- and long-term disability insurances. The City offers a discretionary benefit account for employees who demonstrate health coverage elsewhere.

Vacation: Fifteen to thirty working days annual vacation, based on the length of service.

Holidays: Thirteen paid holidays per year, including one floating holiday.

Programs: 457 Deferred Compensation, Paid Family Leave, Health Care and Dependent Care Flexible Spending Accounts, Employee Assistance Program, Long-Term Care, Disability and Life Insurance Programs, City Recreation Classes, Reduced-fee Childcare Programs and Commuter Benefit Programs are available.
