This skilled technical position is responsible for Environmental code compliance inspection and enforcement on construction projects within Frederick County and under the authority of the Environmental Compliance Section (ECS). Supervision is received from the Lead Environmental Compliance Inspector, Department of Permits and Inspections.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
Conduct on-site inspections and enforcement of:
Sediment Control installation and maintenance
Storm Water Management installation and maintenance
Forest Resource Protective device installation and maintenance
Forest Resource plantings
Prepare and maintain detailed inspection reports on each assigned project and/or other incident response
Issue Violation Notices, Stop Work Orders, Civil and/or Criminal Citations as necessary to gain plan/code compliance
Review for adequacy, cost estimates submitted for guaranteeing compliance to approved plans
Review and recommend release/reduction amounts of Developers moneys being held for guarantee of compliance
Respond to citizen complaints or inquiries into Environmental issues within ECS jurisdiction
Perform other duties as assigned

QUALIFICATIONS AND REQUIREMENTS
The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
High school graduation or equivalent
Minimum 2 years of work experience in the inspection, design or review of sediment control, stormwater management or forest resource related projects (or any combination thereof) - OR -Minimum 4 years of work experience in land grading and/or geotechnical testing fields
Possession of a valid automobile operator's license
KNOWLEDGE / SKILLS / ABILITIES:
Ability to maintain County Authorized Driver privileges
Ability to obtain, and maintain yearly certification refreshers
Considerable knowledge of the current Maryland Standards and Specifications for Sediment Control
Considerable knowledge of MD 378 Dam Safety Specifications
Knowledge of the Maryland State Forest Conservation Manual
Knowledge of construction materials, equipment, tools, and methods related to the above
Knowledge of civil engineering practices, mathematics, stages of construction and testing procedures
Ability to read and interpret blueprints, plans, cut-sheets and specifications
Ability to exercise sound technical judgment in the performance of assigned duties
Ability to effectively access and utilize computerized systems and equipment
Ability to develop and maintain effective working relationships with co-workers, contractors and the general public
Strong and effective spoken/written (English) communication skills including the ability to write and maintain clear, concise records
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
While working in this position, the employee is required to constantly walk; frequently climb, stoop, reach, and drive; occasionally sit and make repetitive motions
While working in this position, the employee is required to frequently work indoors, outdoors, walk on uneven ground, exposed to dirt, dust and noise, work at heights and wear protective equipment; occasionally work in hot temperatures above 100 degrees, cold temperatures below 32 degrees, near machinery; rarely work in confined spaces, work below ground level, exposed to chemicals, fumes and potential infectious diseases
