Environmental Associate Engineer

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Posting Details:

Salary: $110,000 - $120,000.00

Grade: 28

Anticipated Salary: $115,000

Job Summary:

This position is responsible for directing the environmental compliance efforts and resolutions for planning, design, construction, maintenance, and facilities. This position will manage the Biology, Water Resources and Cultural Resource teams. The section managers of each of these teams will report to this position. Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Direct the development, implementation, and management of activities of Environmental Planning technical team managers on the delivery of environmental program concerns related to Biology, Water Resources, and Cultural Resources. Assist in the development of the Environmental Planning budget and strategic plans. Monitor progress, costs, and achievement of plans. Oversee environmental compliance reporting

  • Direct the research and preparation of environmental documentation for all federal-aid and state-funded highway projects. Direct programs to ensure adherence and completion of mitigation measures throughout the development process and construction. Provide assistance to the Director's Office and State Engineer's Office regarding environmental issues, legislative and policy reviews as well as response to public inquiries

  • Serve and assist on national subcommittees, research committees, technical advisory committees, and agency partnering activities. Manage and participate in the partnering and coordination with agencies and communities to provide outreach, administer contracts, and develop intergovernmental agreements related to environmental issues

  • Develop, oversee, and administer contracts for on-call consultants to assess environmental impacts of transportation system and projects

  • Oversee the development and implementation of environmental policies, procedures, and guidance. May drive a State Vehicle during the course and scope of responsibilities along with out of state and overnight travel and lodging

  • Assist the Environmental Planning Administrator by acting as second in charge of the office in the EP Administrator's absence. Assist in awards and recognition of the group and develop team camaraderie

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Comprehensive understanding of federal, state, and local environmental laws, regulations, and policies and the ADOT project development process

  • People and program management, agency objectives, policies, and procedures, budget development and administration

  • Understanding of mitigation and decision-making processes procurement processes, and ADOT section and division focus

Skills in:

  • Analytical and interpretive skills to formulate and identify effective solutions to problems

  • Organization skills to manage time effectively and perform under pressure

  • Negotiation and conflict resolution skills. Verbal and written communication skills. Interpersonal skills to establish trust and positive perception at all level both internal and external

  • Public speaking to influence staff, upper management or community groups to a positive response during consideration of ADOT environmental issues

Ability to:

  • Effectively plan, manage, organize, and perform complex analytical environmental program management processes involving multi-professional disciplines and processes

  • Interpret engineering plans, maps, aerial photos, and identify potential environmental impacts

  • Motivate employees

  • Coach and develop employees, including continuous improvement practices and principles

Selective Preference(s):

The ideal candidate for this position will have:

Four years of managerial experience in environmental processes and regulations or closely related fields. A Bachelor's degree from an accredited college or university may substitute for one year of experience.

Pre-Employment Requirements:

This position requires possession of a valid Arizona Class D Driver License.
