Overview

The State of Vermont's Drinking Water & Groundwater Protection Division is seeking an enthusiastic individual interested in public health protection and drinking water system compliance to join the Public Drinking Water Program. This program provides regulatory and technical oversight for all public drinking water systems in Vermont.

The Compliance Analyst will add to a collaborative and energetic team of 6 existing staff in the Compliance Section that work together to implement both state and federal drinking water regulations. This team works closely with the Compliance Section Supervisor, as well as Operations and Engineering staff in the Division.

The primary responsibilities of the Compliance Analyst include:

  • Providing outreach and training on new federal rules and regulations to water system personnel, water system operators, and internal staff

  • New rule implementation; including developing fact sheets and public resources

  • Providing technical assistance and state and federal regulation guidance

  • Tracking and evaluating compliance with state-approved directives and timelines

In April 2024, the EPA finalized regulation requiring public water systems to prevent PFAS (per- and polyfluoroalkyl substances) exposure in drinking water. This position will support the Compliance Section team with implementing new PFAS regulations in a variety of ways.

This limited-service position is currently funded through September of 2027. The position involves extensive communication and coordination with water system owners, operators, engineers, and members of the public over the phone and through email about all aspects of public water system operations.

The ideal candidate will demonstrate excellent communication skills (oral and written), strong organizational skills, attention to technical detail, patience, and professionalism. This individual must be self-motivated, able to meet deadlines, flexible, and a collaborative team player. Preference will be given to an applicant who speaks and writes well and has knowledge of federal and state drinking water regulations, environmental regulations, and/or experience working with the public.

Familiarity with working in Microsoft Office Products (Word, Excel, PowerPoint, Outlook, Access), Adobe, and working with multiple computer databases is required.

This position may be eligible for telework and a flexible work schedule with supervisor approval. Designated workstation location in Montpelier office.

Occasional in-person meetings in Montpelier will be required. Attention to detail and independent management of workload is required.

As of July 14, 2024 the step 1 rate for pay grade 23 will be $26.57 per hour.
