The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, the safe management of toxics, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the restoration and preservation of wetlands, surface waters and coastal resources.

MassDEP seeks applicants for the position of Environmental Analyst IV - Drinking Water Program within the Bureau of Water Resources in the Boston office. Under the general supervision of the Program Director of the Drinking Water Program and the Section Chief for the Technical Services Section, the candidate selected will perform hydrogeologic evaluations of reports submitted as part of the Source Approval Process, Zone II delineations, groundwater discharge permit applications, BWSC projects, BAW projects and the siting of municipal wastewater plants and residual facilities; perform instructional assistance to the Soil Evaluator Program; perform oversight of USGS projects; oversee technical support to DEP GIS program relating to source locations, source protection zones, and any other DWP related GIS issues; evaluate revisions to tributaries to surface water supplies; assist the UIC Program and Well Driller's Program with registrations and database management; assist DPH in sanitary surveys for bottled water, carbonated beverages, and ice maker sources; and participate in the drafting of policies, guidelines and regulations and provide technical assistance on division and bureau activities as needed.

Specific duties for this position include, but are not limited to, the following:

  • Review and comment on numerical/analytical modeling of hydrogeologic systems for delineating zones of contribution and contaminant transport

  • Provide technical support to regions for source approvals and groundwater discharges

  • Instructor and field exam proctor in courses related to certified soil evaluator training offered by NEIWPCC.

  • Provide technical oversight of hydrogeological investigations by the USGS that are partially funded by the Safe Drinking Water Act's SRF

  • Coordinate all aspects of the Well Location project

  • Review tributary mapping to PWS surface water supplies

  • Oversee technical support to DEP GIS program relating to source locations, source protection zones, tributary mapping to surface water supplies, and any other DWP related GIS issues

  • Provide technical support for PFAS testing in private wells

  • Review and comment on the design and installation of groundwater monitoring systems for wellhead protection and groundwater discharge systems

  • Review and evaluate groundwater modeling efforts associated with wastewater discharge, solute transport, hydraulic loading and contaminant plume analyses

  • Coordinate all aspects of the Well Location project

  • Conduct sanitary surveys for DPH bottled water, carbonated water and ice makers sources

  • Provide technical assistance in response to inquiries regarding the UIC program and private well issues

  • Provide technical assistance in response to inquiries regarding the Well Driller Program

  • Coordinate with DEP WURP program staff and GIS mapping contractor on Distribution Service Area Boundary project.

  • Participate in the drafting of DWP policies, guidelines and regulations and provides technical assistance on division and bureau activities as needed

  • Receive process and investigate complaints received by the Program. This may include hearings or providing expert testimony.

  • Prepare briefs or presentations for the Department relative to the program, explaining the general purpose, function or specific tasks accomplished by the Program.

  • Collect, interpret and present on subject matter relating to the Program such as water or geology of the Commonwealth.

  • Provide expert testimony relative to subject's involving enactments expertise, in particular when related to a project reviewed.

  • Perform field investigations relative to submitted project to verify the data provided.

  • Perform other duties as assigned.

Preferred Qualifications at Hire:

  • Thorough knowledge of geology, hydrogeology, and drilling practices in Massachusetts.

  • Working knowledge of water resource practices.

  • Thorough knowledge of GIS and database tools.

  • Knowledge of hydrogeologic, geologic, and soil science principles.

  • Knowledge of aquifer testing and analysis principles.

  • Knowledge of groundwater mounding principles.

  • Ability to review and assess reports.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least three years must have been in a professional capacity, and of which (C) at least one year must have been in a supervisory, managerial or administrative capacity, or (D) any equivalent combination of the required experience and the following substitutions.

Substitutions:

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*

III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.*

  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience. No substitutions will be permitted for the required (C) experience.
