ENVIRONMENAL ANALYST

CITY OF WORCESTER

The City of Worcester seeks qualified applicants for an Environmental Analyst for the Sewer Operations Division within the Department of Public Works & Parks. Under the direction of the Stormwater and Wastewater Coordinator, the position will work in the office and will perform field work that includes the collection of surface water and soil samples for lab analysis by others, field testing of stormwater outfalls for water quality using portable field-testing equipment, and inspections of sewer infrastructure for structural defects or potential sources of pollution. The Environmental Analyst will review water quality data, review CCTV inspections of sewer and drainage pipes, research sewer related issues, data entry of water quality test results and respond to customer inquiries and complaints.

ESSENTIAL ELEMENTS:

  • Assist sewer operations staff in the preparation of reports, the collection, analysis, and entry of data, and conducting research to support environmentally related programs of DPW&P.

  • Review water quality data, research sewer related issues, and enter water quality test results in a database.

  • Collect water or soil samples for lab analysis by others, field testing of stormwater outfalls for water quality, inspection of lands and facilities for potential sources of pollution and inspection of sewer and drain infrastructure for potential sources of pollution.

  • Implementation of the Department stormwater management plan.

SECONDARY ELEMENTS:

  • Participate in DPW&P's youth education program and assist in preparation of materials and giving presentations to school children in the classroom or other groups at local meetings.

  • Assist in the preparation of regulatory reports that are required by federal and state environmental agencies.

  • Assist in data entry and preparation of statistical reports used by DPW&P to track surface water quality.

  • Utilize test kits to monitor water quality parameters in the field.

  • Conduct research using the internet, professional contacts, library sources and other means of information gathering to assist in making recommendations on potential options for environmental improvements to DPW&P programs.

  • Assist in the preparation of informative brochures and fliers to educate the public on issues related to the work of DPW&P.

  • Performs related work as required.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Basic knowledge of environmental issues

  • Knowledgeable in the use of computers, especially MS Word and Excel Computer proficiency, including Microsoft Office Suite, predominantly in Word and Excel

  • Excellent verbal and written communication

  • Self-motivated and able to work independently

  • Willing to work outdoors in a variety of weather conditions

  • Strong record keeping skills

  • Creative thinking and willingness to offer suggestions for improvements to programs and operations

  • Ability to read and interpret regulations

  • Ability to establish and maintain effective working relations with other employees and the public

  • Ability to use, maintain, and calibrate field-testing equipment

  • Public speaking abilities and willingness to present to groups

  • Must possess a valid Driver's License.

MINIMUM REQUIREMENTS:

  • Bachelor's degree in Environmental Science, Engineering or Environmental discipline OR;

  • An equivalent combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job will be considered in lieu of the above-mentioned requirements

  • Valid Driver's License.

  • Computer proficiency including Microsoft office.

  • Excellent communication skills

PREFERRED QUALIFICATIONS:

  • Two (2) years of experience in taking water and/or soil samples.

  • Two (2) years of experience with using, maintaining, and calibrating field-testing equipment.

  • Experience with ArcGIS.

  • Experience in public presentation of environmental issues.

  • Municipal work experience, familiarity with State and Federal environmental regulations.

  • One (1) year of experience in interpreting/reading environmental laws, rules and regulations.

  • Experience with asset management software.

SALARY RANGE: $24.29- $31.49 hourly, full-time, with an excellent benefits package.
