THE POSITION

The State of Connecticut, Department of Public Health (DPH) is seeking five qualified individuals for the position of Environmental Analyst 1. The DPH Environmental Health and Drinking Water Branch houses the Drinking Water Section (DWS), which provides technical assistance, education, and regulatory enforcement to approximately 2,400 public drinking water systems in Connecticut that utilize 150 reservoirs and 4,000 groundwater sources to provide public drinking water to approximately 2.9 million people on a daily basis. The DWS is entrusted to protect and promote healthy people in healthy Connecticut communities by assuring the use and distribution of high-quality public drinking water for human consumption.

  • Work Hours: Full time, 35 hours per week

  • Schedule: Typically Monday - Friday, first shift. A flex schedule may be permitted following the successful completion of a working test period, including opportunities for an alternate work schedule. This position allows for teleworking in accordance with State policies.

Under the supervision of a Supervising Environmental Engineer in the Eastern and Western Capacity Assessment Regions, these Environmental Analyst 1 positions will perform the following duties:

  • Perform Sanitary Surveys at Public Water Systems throughout the state with the exception of surface water treatment plants and complex groundwater systems.

  • Review and evaluate water quality data submitted by laboratories and public water systems to assure compliance with State and Federal Drinking Water Standards.

  • Review and interpret the Public Health Code and other drinking water related statutes and regulations.

  • Draft technical reports, compliance assessment determination letters, and technical presentations, as necessary.

  • Enter and maintain data on a timely basis into Compliance Assistance Database and Safe Drinking Water Information System (SDWIS) database including trending and analysis of data.

  • Provide technical assistance to public water systems, local health departments, and the public on drinking water related matters.

  • Review and process Revised Total Coliform Rule Level 1 and Level 2 Assessments and PWS Screening Forms to determine compliance with state and federal regulations.

  • Respond and investigate customer complaints and emergency incidents at public water systems to ensure compliance and the protection of public health.

  • Review and assess water systems' corrective action plans to address and resolve MCLs, significant deficiencies and sanitary defects identified in accordance with state and federal drinking water rules.

  • Assists with reviews of water supply plans, including tracking submissions, working with partner agencies and analyzing data with respect to related statutes and regulations.

  • Attend relevant trainings to develop subject matter expertise on the federal drinking water rules and other related subjects.

  • Develop Standard Operating Procedures, new forms, technical guidance, and web resources to help facilitate and streamline compliance determinations and the review and approval processes.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for performing a limited range of tasks in the technical review and analysis of environmental program data and issues within the environmental field and assisting in the development of recommendations for courses of action and implementation of policy and program decisions.

In other state agencies this class is accountable for performing a limited range of tasks in the planning, monitoring, implementation and evaluation of environmental program data and issues and assisting in the development of recommendations for courses of action.

EXAMPLES OF DUTIES

  • Assists in developing departmental, statewide or local environmental plans and programs;

  • Assists in research, collection and analysis of resources, data and educational materials;

  • Assists in review and analysis of proposed projects for consistency with policies, statutes and environmental impact;

  • Assists in coordinating data base maintenance and disseminating information;

  • Assists in drafting new regulations, statutes, guidelines and other written materials;

  • Assists in formulating policy options;

  • Assists in providing technical consultation to local, regional, state, federal officials and the public;

  • Assists in coordinating federal grant-in-aid programs and preparing related documentation;

  • Assists in developing enforcement actions and reports;

  • Assists in reviewing and developing recommendations on environmental permit requests;

  • Assists in developing and implementing environmental and leisure services education programs;

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

  • A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; or natural resources may be substituted for five (5) years of the General Experience.

  • For state employees one (1) year of experience as an Environmental Compliance Specialist 2 may be substituted for the General Experience.

  • Successful completion of an Environmental Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

NOTE: Education may only be substituted for a total of five (5) years.

PREFERRED QUALIFICATIONS

  • Experience in environmental and/or drinking water public health regulatory compliance.

  • Experience or academic coursework in drinking water treatment, distribution systems, drinking water quality, field investigations, or source water protection.

  • Experience with data collection methods and tools, technical analysis, and interpretation.

  • Experience with computer software programs such as MS Office, Teams, Word, Excel, Access and GIS.

  • Experience using effective oral and written communication to relay complex information to individuals or groups.

  • Experience with managing multiple priorities and projects.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.

  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
