MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college or university with a major in one of the physical or natural sciences, agriculture, or engineering and five (5) years of professional experience in environmental protection, regulation or health; one of the physical or natural sciences, agriculture, or engineering; or

A master's degree from an accredited college or university in one of the physical or natural sciences, agriculture, or engineering and four (4) years of professional experience as described above; or

A doctorate from an accredited college or university in one of the physical or natural sciences, agriculture or engineering and two (2) years of professional experience as described above; or

Four (4) years of experience as an Environmental Specialist I or higher with the State of Florida.

Requires possession of a valid Class E driver license.

ADDITIONAL REQUIREMENTS:

Employees appointed to positions involved in food establishment inspections under authority of Chapter 500, Florida Statutes, must pass and maintain the Food and Drug Administration Standardization Program and/or Manufactured Food Certification, and Laws and Rules and Certified Food Manager certifications, as required, as implemented by the Department of Agriculture and Consumer Services within 12 months of appointment and/or before attaining permanent status in the class.

This position has vendor invoice/warrant processing responsibility 215.422, F.S.

This position has regulatory responsibilities and is subject to the provisions of s.112.313, F.S. and Section 60L - 36.003, Florida Career Service Rules and Regulations.

Occasional travel requirement.

JOB DUTIES:

Manages and supervises the on the job performance and activities of division personnel under direct report to ensure that the division's policies, protocols and procedures are appropriately and adequately implemented to ensure a uniform inspection system.

Supervises and provides oversight for the implementation of statewide inspection program.

Directs employee disciplinary procedures, recruitment and selection, performance reviews and training assessment needs.

Evaluates program needs, manages resources, and provides direction for effectiveness in meeting bureau goals and objectives.

Responsible for ensuring that assigned program areas have operational procedures and processes that result in accountability and compliance with division and department policies and procedures.

Provides technical assistance, instructions, support, and makes decisions for program related issues.

Assists bureau chief in planning, organizing, developing, directing, coordinating and evaluating the extremely complex bureau programs.

Monitors applicable federal contracts, grants and cooperative agreements.

Provides oversight of sampling and recall effectiveness and coordination.

Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.

Serves as acting bureau chief in absence of the bureau chief.

Works in close coordination with bureau managers, other bureaus and divisions of the department, and works with other state and federal agencies, including active participation in food safety professional organizations, to assure uniform regulations.

Develops rule and statutory language when required and in coordination with bureau chief and Office of the Director. Communicates effectively with the general public, regulated industry, professional groups, media and various legislative committees.

Develops proposed policies and procedures, technical reports or summaries, and confers frequently with the bureau chief keeping the chief advised of the status of applicable ongoing programs and problem areas encountered or anticipated.

Provides recommendations for changes and improvements to the division website.

Initiates and provides plan review coordination with industry, local authorities, field personnel, and other agencies as required. Maintains a comprehensive knowledge and understanding of the Food Inspection Management System (FIMS). Provides support to State Hemp Program.

Reviews inspection records and documentation of administrative complaints and conducts on-site reviews to verify/improve program's inspection and enforcement activities.

Coordinates program activities and documentation to meet Food and Drug Administration uniform standards.

Represents the department as a participant in public meetings and speaking engagements.

Attends meetings, training sessions, and courses as designated.

Responds to disaster or emergency situations and operates under incident command structure when required.

Periodically handles emergency or request calls.

Some tasks will require evening, weekend and/or holiday activity, including overnight and/or extended travel.

Performs other related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of federal, state statutes, rules and regulations.

  • Ability to understand and apply applicable federal, state statutes, rules and regulations.

  • Ability to formulate program policies and procedures.

  • Ability to provide guidance to inspection and industry personnel.

  • Ability to communicate effectively orally and in writing.

  • Theory and applied knowledge in biological, chemical, physical and environmental factors affecting food safety and related control measures.

  • Complete working knowledge of the current electronic database system.

  • Ability to evaluate food establishment structures, environment, equipment, methods and controls for compliance with regulatory and sanitation requirements.

  • Skilled in accuracy and timeliness in preparing reports.

  • Skill in the use of personal computers.

  • Ability to prepare, organize, review and submit reports and projects in a timely manner.

  • Maintains knowledge of on-line, electronic applications
