VIEW JOBS 1/10/2019 12:00:00 AM 2019-04-10T00:00 Description The Department of Children, Youth, and Families is a new cabinet agency in Washington State that has been established for the purpose of delivering existing services in a way that produces better outcomes for children, youth, and families served by the State of Washington. We're looking for two (2) CFWS SSS3's to join our team to help build DCYF, working toward the common goal of eliminating child and youth outcome disparities based on race and ethnicity. Our vision is that "All Washington's children and youth grow up safe and healthy-thriving physically, emotionally, and educationally, nurtured by family and community." The Opportunity: Within Region 6 of the Department of Children, Youth, and Families Shelton office, these positions performs advanced levels of specialized case management in the Child and Family Welfare Services (CFWS) Unit. Ensuring timely permanency outcomes for all children on their caseload, this position includes reunification, adoption, guardianship, and third party custody plans; engages in critical thinking through shared decision making and case planning; and protects children from risk of harm whenever such risks are indicated. The incumbent will receive little supervision, however, they are expected to exercise independent judgment in devising their own work methods to provide an advanced level of specialized, culturally competent and solution focused case management. In performing all assigned duties, this CFWS Social Service Specialist adheres to the tenets of the Solution-Based (SBC) model with a focus on understanding and respecting the strengths of the clients including their heritage, cultural beliefs and values, communication and learning styles. The CFWS Social Service Specialist is responsible for meeting all casework management directives as required by law, policy and other mandates, including but not limited to: * Meeting timeframes for: * Initial contacts with victims and subjects * Child/family health and safety visits * Sibling visits * Child Health and Education Tracking (CHET) Screens Meet documentation and payment initiation requirements for accurate and timely entries into FamLinkAccomplish the overall goals of developing partnerships with families, focusing on practical everday life tasks and promoting specific skills tied to the family's tasks Some of what you'll be doing: * Provision of assessment, service planning, casework, court and teaming services on assigned cases. * Assess delivery of services and permanency planning that is inclusive of immediate family, extended family, kin, and children (as appropriate). * Coordinate case assessment actions while utilizing solution based casework principles. * Task completion inclusive of visits in the home of the child, parent and caregiver, community meetings, shared planning meetings, court, hospital, jail, cooperative activities with law enforcement, etc. * Ongoing assessment of risk, assessing resource needs of children, birth parents, and caregivers and provide placement stabilization supports. * Assess the parent's commitment and potential for significant behavioral changes necessary to meet the needs of the children and to correct parental deficiencies. * Develop strength-based and client-involved service plans. * Assess the need for alternative placements, preparing and counseling adults and children regarding the need for placement, separation of family members, grief and loss, and steps to reunification, or other permanent plans. * Implement culturally-relevant, ADA-sensitive, and individualized service plans. * Determine resources available for placement of children. * Prepare and file dependency petitions, guardianship petitions, and other legal documents. * Coordinate transport and monitor visitation with child's parents and/or siblings. * Ensure testimony by designated experts is available for court hearings as appropriate. * Utilize FamLink to document case activities and maintain case records within program and manual standards, accountability requirements, and agency's documentation practice in order to ensure quality of practice and consistency of service delivery to children and families statewide. What we are looking for: A Bachelor's degree or higher in social services, human services, behavioral sciences, or an allied field, and one (1) year as a Social Service Specialist 2 (formerly Social Worker 2) since July 1, 1988. OR A Bachelor's degree in social services, human services, behavioral sciences, or an allied field, and three (3) years of paid social service experience performing functions equivalent to a Social Service Specialist 2. OR A Master's degree in social services, human services, behavioral sciences, or an allied field and two (2) years of paid social service experience equivalent to a Social Service Specialist 2. AND One (1) year of paid social service experience that must include assessing risk and safety to children and providing direct family-centered practice services (strengthening and preserving family units). NOTE: A two (2) year Master's degree in one of the above fields that included a practicum will be substituted for one year of paid social service experience. NOTE: Equivalent social service experience would include the previous classes of Caseworker 3 or higher. For Promotion Only: A Bachelor's degree and three (3) years of experience as a Caseworker 3, Social Worker 1A or B, Social Worker 2, Caseworker Supervisor Trainee, Casework Supervisor, Juvenile Rehabilitation Supervisor 1 or 2, or Juvenile Rehabilitation Counselor 2 in state service. NOTE: Employees must successfully complete the formal training course sponsored by their division within one (1) year of their appointment. In addition to those required qualifications, our ideal applicant will also have some or all of the following core competencies: * Ability to effectively communicate and comprehend with management, peers, clients, community colleagues and the public as required to carry out the assigned duties of the position. * Current working knowledge of applicable laws, rules and policies on delivery of child protective and child welfare services within Washington State and deliver services accordingly. * Ability to partner effectively with other professionals involved in the preparation of child and family prospective permanency families for transition and permanency outcome. * Ability to develop and maintain good working relationships with child's caregiver (foster parents, relatives, kin or facility staff). Include caregivers in the case planning process and provide support for meeting the child's unique needs. * Ability to implement risk assessment in all cases as defined by law and best practice using the agency preferred risk assessment model. * Ability to fully utilize shared decision making processes for making case plans, includes: Family Team Decision Meetings, dependency case conferences, permanency planning staffing's, Child Protective Teams, Local Indian Child Welfare Advisory Committee, adoption teaming staffing's, Behavior Rehabilitation Services team meetings etc. Include children, as appropriate, in the development of service plans. * Ability to use and knowledge of FAMLINK standards and requirements. * Ability to complete work in a timely manner, following established policy and procedures regarding timeline for Emergent and Non-emergent referrals.
