Title: Enterprise Telecommunications Engineer Duration:

One Year, plus Four (4) Option Years Location: USAC's headquarters at 700 12th Street NW, Suite 900, Washington, D.C. 20005 Mandatory Skill 10 years of experience in the planning and design or the deployment and configuration of access/distribution wireless/ wireline telecommunication networks with excellent knowledge and understanding of end-to-end network architecture of different telecommunications systems. Direct experience in developing upgrading, operating, maintenance, troubleshooting, repair, measurement and testing of wireless / wireline networks with either telecom service providers, equipment or infrastructure manufacturers.

Strong understanding of operational expenditure ( "OpEx)/Capital Expenditure ( "CapEx), engineering project budgeting, and financial and procurement aspects of Telecommunications/ IT networks and experience with the telecom industry vendors' eco system. Experience, knowledge and understanding of telecommunications industry standards, technology compliance and Regulatory Requirements. Knowledge about access/distribution/ core telecommunications equipment of various vendors for both wireless and wireline networks and strong technical writing skills.

Job Responsibilities Develop and deliver customized formal (i.e., webinars) and informal (i.e., responses to questions, sitting in on working sessions) telecom technical assistance or training for nontechnical team members as requested, including guidance on telecommunications infrastructure, technology uses, operations, telecom engineering concepts, network design, and other technology-driven information, relevant emerging technologies, trends, and business practices. This includes: o Instructing on telecommunications broadband infrastructure systems. o Teaching design capacity, testing, and optimization of wireless/wireline networks technologies to provide management with recommendations and guidance. o Creating a working knowledge of various fixed wireline technologies in both copper and fiber-based technologies, capacities and best practices. o Providing technical advice on the implementation of technical requirements for verification and audit or assessment of participant-provided wireless and fixed wireline data for voice and broadband services. o Providing technical knowledge of Local Area Network/ Wide Area Network ( "LAN/WAN) network technologies such as: Software Defined Wide Area Network ( "SD-WAN), Multiprotocol Label Switching ( "MPLS), Dense Wavelength-division Multiplexing ( "DWDM), Cloud Infrastructure, Data Center, Metro Ethernet, Asynchronous Transfer Mode ( "ATM), Voice over Internet Protocol ( "VoIP) services and collocation. o Sharing knowledge of evaluating the performance requirements of Internet service providers based on price, quality, selection, service, support, availability and other relevant factors. o Providing technical advice on the documentation and diagrams of a network infrastructure specifications for Rural Healthcare, Schools and Libraries in High Cost areas and provide inputs related to parameters, policies, standards and procedures. o Conducting field visits to confirm the presence of covered equipment that may be deployed in locations such as central offices, outside plant, data centers, customer premises ( "CPE), cellular huts, wire closets, and switching rooms. o Planning and coordinating the activities of engineering contractors and external audit firms, and provide technical guidance in the completion of audits to evaluate USF recipients' compliance with relevant orders and rules. o Leveraging knowledge of network equipment and infrastructure to review documentation and make recommendations to management on potential areas of non-compliance. o Evaluating the technical considerations of audit findings and results to validate audit conclusions. o Evaluating and providing technical advice on the documentation and diagrams of network infrastructure specifications for entities participating in the Rural Healthcare, Schools and Libraries, and High Cost programs and provide inputs related to parameters, policies, standards, and procedures As the telecommunications and network subject matter expert ( "SME), formulate and execute a set of comprehensive analytical methods for discovering, positively identifying, and physically confirming the presence of ineligible equipment/services from the Covered Companies.

Collaborate with FCC as requested on technology and technical matters and lead technical telecommunication reviews of all FCC orders and mandates. In addition, identify impact that can potentially affect the audits and assessments. Support the process of collecting and analyzing data sets aligned with business needs and strategic initiatives.

Identify patterns and trends to help make real-time decisions and recommendations about compliance in order to reduce waste, fraud, and abuse. Generate and present a variety of ad-hoc reports, graphs, summaries, and presentations that deliver analytic results. Effectively communicate and explain technical information to various technical and non-technical audiences including Senior Leadership.

Support AAD Leadership with the development and implementation of strategic initiatives to enhance operational capabilities and production. Communicate immediately to management any potential instances of noncompliance with FCC rules (improper use of technology, ineligible equipment or services, etc.) or fraud, waste, or abuse.
