Northrop Grumman is seeking an Enterprise Services Program Manager (ESPM) to work with a dynamic team providing IT leadership and direction in support of the Aerospace Systems (AS) Systems Engineering Community of Practice (CoP) in Redondo Beach, California. This role will provide overall vision and strategy, requirements forecasting, process and software application alignment, tool integration and cost performance for the Systems Engineering organization within AS. Responsibilities will include, but are not limited to:

  • The ESPM serves as the primary liaison between the AS IT program management office and the Systems Engineering CoP.

  • Effectively interacts with other members of the IT Solutions leadership team to optimize IT strategies in support of Systems Engineering goals and objectives.

  • Provides leadership over IT activities supporting Systems Engineering, including strategy development, budget and cost management, proposal development, product and service acquisition and delivery, and communication activities thereby ensuring timely and cost effective delivery and customer satisfaction.

  • Coordinates with project teams and resource managers to ensure that requirements are managed, changes are documented, and systems are developed, integrated, tested and deployed, as defined by Systems Engineering requirements.

  • Resolves competing demands related to project scope, schedule, cost, customer satisfaction, and quality and ensures compliance with organizational processes and procedures.

  • Apprises Northrop Grumman management of status, customer satisfaction, and risks that might affect program performance, and managing the human resources to ensure team success.

ITS3500Basic Qualifications:

  • PhD and 9 years of experience; OR a Master's degree and 12 years of experience; OR a Bachelor's degree and 14 years of experience is required

  • Must have experience managing, supervising, or leading cross functional teams and/or individuals

  • Experience in all aspects of project management (leading projects, managing budgets, and administrating schedules) is required

  • Must have experience in providing strategic direction, regarding IT products, processes, applications, and technology

  • Must have the ability to obtain, and maintain, a DOD Secret level security clearance as necessary per business requirements.

Preferred Qualifications:

  • The ideal candidate will have a Master's in a STEM related discipline, with 7 years of IT Management experience to include 3 years supporting Systems Engineering organizations.

  • The qualified candidate must be customer-focused with proven leadership skills and excellent communication skills

  • Candidate must be entrepreneurial, self-starter and have the ability to challenge the status quo

  • Active DoD Secret Clearance (or greater) is preferred

This position will be located in Redondo Beach, California. The qualified applicant will lead the Survivability Operations Analysis team in research and development activities under Global Strategy and Mission Solutions (GSMS), Applied Research, and Advanced Design. The Survivability Section Manager is a dual-hat Engineering Manager responsible for both section management (up to 20% of time) and existing program/projects or other responsibilities (80% or more of time). Along with reporting into the GSMS, Applied Research and/or Advanced Design CRAD's and IRADS, the Section Manager is also a member of the Systems Survivability functional organization with responsibilities to perform resource planning and staffing; employee development, including skills training and career support; performance management, including employee goal setting, performance appraisals and issue resolution. The Section Manager is also responsible for the deployment, measurement, and improvement of applicable engineering processes. The Section Manager reports directly to the Director of System Survivability. Section will typically have on the order of 15-20 people and include personnel that range in grade from engineer 1 to 5.
