Background: The Senior Scrum Master (SSM) is responsible for building high-performing Agile portfolio releases by providing servant leadership to multiple custom software application teams.
The SSM will coordinate with MicroService teams and stakeholders to define the scope of overall release increments and act as a single voice on software releases to assure alignment to Mission goals and objectives. The SSM supports portfolio execution, escalates impediments, manages risk and program board with dependencies, and helps drive continuous improvement.
Place of Performance:
National Science Foundation, 2415 Eisenhower Ave., Alexandria, VA
Period of Performance: One year base period with One year option period
Schedule: Monday through Friday, 7:30am-5:00pm, No Holidays

Requirements:
Bachelors or Masters Degree in a related field Preferred
Leadership experience with Scaled Agile Framework (SAFe)
4+ years of experience as software Release Train Engineer or Scrum of Scrums Master
Current professional certification in Agile Methodologies (RTE, Scrum Master) from a recognized SAFe Agile certifier
Strong customer engagement skills, comfortable communicating with product owner and ability to manage client relationship and expectations
Ability to communicate with technical team members to translate requirements into technical terminology
Ability to facilitate impediment resolution in a timely, cost-effective manner
Organize and facilitate Agile related meetings
Work with the team to develop release plans, roadmaps and manage backlog
Communicate team plans, report impediments for escalation, identify risks/concerns to relevant stakeholders to help resolve
Demonstrated experience conducting working sessions for requirements gathering
Understanding of web development technologies (JavaScript, HTML, CSS, etc.), web services, databases and software architecture
Create wireframes and screen design mockups
Experience with tools such as JIRA and Confluence

Essential Duties and Responsibilities: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position) * Facilitate daily stand-ups, sprint planning, refinement, sprint review, retrospectives, and other related team and intra-team meetings * Participate in sprint demonstrations and Scrum of Scrums * Maintain and generate information radiators for the team * Collect and share team metrics with the team, suggest new metrics, and drive improvement using metrics * Ensure the goals, scope, and product domain are understood by everyone on the team * Ensure the technical team has a clear understanding of Definition of Done * Drive stories to Ready state in preparation for the next quarter and upcoming sprint * Prepare for and facilitate regular releases and spring planning with the product owner and the team * Work with the team and Product Owner/Manager to maintain a healthy backlog and plan upcoming releases and assist with drafting acceptance criteria Non-Essential Duties: * Other duties as assigned Supervisory Responsibilities: * This position has formal supervisory responsibilities and will require management of projects and deliverables that are supported by mid/junior staff and or other Government/ Contract staff. Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.) * Bachelor's Degree in Computer Science or related field required * Equivalent extensive relevant work experience may be used in lieu of degree * 8 years of relevant technical/ analytical experience * Experience applying Scrum and growing Agile teams as a fulltime Scrum Master for 5 years or more * Experience affecting change in organizations and working towards agile adoption * Experience using agile project management tools, preferably JIRA and Confluence * Experience working in multi-disciplinary development teams * Experience in a technical role in any part of the software development lifecycle- as a developer, tester, analyst, etc. * Certified Scrum Master (CSM) or similar agile project management certification (PMI-ACP) Knowledge, Skills and Abilities: * Ability to obtain a Secret Clearance * Excellent written, verbal, and interpersonal communication skills * Manages time extremely well, can quickly sense when an issue needs to be discussed or triaged * Strong attention to detail and focus on task completion is critical Diversity: * Shows respect and sensitivity for cultural differences; Educates others on the value of diversity; Promotes a harassment-free environment; Builds a diverse workforce.
