Please Note: Based on the compensation range we are advertising the starting salary offer will be determined based on the successful candidates' qualifications within the budgeted salary range of $116,500 - $148,500 annually. However, there is ability for longevity growth and progression in salary for the individual once employed.

Within OFM, our IT Services Division provides quality IT services in support of the business needs of OFM, the Governor's Office, and 10 affiliated agencies. This division also has the unique responsibility of providing support and solutions for core enterprise applications used by all state agencies to manage their budget, accounting, and human resources systems.

What this job is about:

As the Enterprise Application Development Manager, you will serve as the Line of Business Manager for Budget, Legislative & Executive Applications and is accountable for all development, testing, implementation and on-going maintenance and operations for these applications. This position provides technical and organizational leadership in IT solutions delivery. You will work closely with OFM's budget division and executive branch that oversees the fundamental statewide financial, budget, and legislative systems for all agencies throughout the State of Washington. The purpose of this position is to be a trusted, strategic partner with OFM business owners, using business and technical expertise to recommend IT solutions.

What you'll do:

  • Collaborate with business partners and the CIO and Deputy CIO, be responsible for a collection of software applications that enable budget and legislative activities across the enterprise and within the Office of Financial Management, and for applications that support constituent relationship for the Office of the Governor.

  • Serve as the central conduit between OFM and Governor's Office business owners, external legislative stakeholders, and service owners to deliver solutions to support the budget, legislative, and constituent relationship management processes.

  • Work closely with the Enterprise Architect to ensure that recommended strategies are consistent with capabilities and comply with relevant policies.

  • Define customer success metrics and engineer services to meet and exceed the goals.

  • Leverage subject-matter expertise of cross-product features and partners with appropriate stakeholders (e.g., project managers) to drive multiple group's project plans, release plans, and work items.

  • Achieve more with less by optimizing solutions, Service improvements and spending less on resources and infrastructure.

  • Partner with peers on system performance, capacity management and scalability to ensure sustained service stability, SLAs and Business KPIs.

  • Manage supervisors and technical leads, developers, configurators and web development for a collection of applications.

  • Ensure that web development team meets compliance and follow standard coding and standardized processes to ensure correct Branding and UI/UX principles.

  • Deliver automation & lean processes to ensure high-quality throughput & performance of the existing software platforms.

  • Manage the business applications, providing tracking resource utilization, total cost of ownership for assigned applications, timelines, support and generating potential new product offerings.

Required Qualifications:

  • Bachelor's or Master's degree in Computer Science, Software Engineering, Information systems, or related field. 

  • (Experience may substitute for education year for year).

  • 10+ years of relevant experience in software development teams with 5+ years of experience in leading and managing software engineering teams, with expertise in developing highly scalable applications, legacy migration & cloud strategy.

  • Experience using source control systems and CI/CD pipelines.

  • Technical engineering experience with coding in languages including, but not limited to, C, C++, C#, Java, JavaScript, or Python.

  • Champion modern engineering practices (Agile, Live Site, Monitoring, Telemetry, backlog grooming, etc.)

Desired Qualifications:

  • Working knowledge of Information Technology Infrastructure Library (ITIL) standards.

  • Hands on experience on AI/ML.

  • Experience with cloud computing platforms (e.g., AWS,Azure).

  • Working knowledge of ServiceNow platform, including configuration, customization, and integration with other enterprise systems.

  • Familiarity with APIs, web services, and other integration technologies like - MuleSoft, Informatica etc.
