GENERAL DESCRIPTION:

The Wyoming Department of Environmental Quality (DEQ) is seeking an Inspector for the Wyoming Pollutant Discharge Elimination System (WYPDES) Program. This senior-level professional position conducts inspections of point source discharges and at sites covered by stormwater general permit authorizations. Drafts inspection reports with little or no oversight; collects water quality samples and conducts water quality analysis of certain parameters in the field. Responds to complaints as necessary; conversant in state and federal regulations and policies on compliance, enforcement, permitting requirements, and effluent limits, as well as Wyoming Water Quality standards to ensure that permitted dischargers are compliant with these requirements. Initiates enforcement actions as necessary and as dictated by division policy. Disseminates information to state and federal agencies and consultants, permittees, and the public concerning the state WYPDES program. May present information to the public about the WYPDES program and participate in public meetings and hearing.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.

  • Conducts independent field work and inspections in accordance with the yearly WYPDES inspection schedule. Including inspections at MS4 permitted entities and assist in assessing final reclamation at reclaimed CBM reservoirs.

  • Responds to inquiries and/or complaints from various sectors of the populace in a timely fashion and writes detailed inspection reports.

  • Identifies areas of non-compliance and provides recommendations to senior staff to determine level of action to be taken.

  • Provides program information and interpretation to the public, regulated community, and other state, federal and local governments and elected officials.

  • Reviews technical documents, guidelines, and federal regulations to assist the Program Manager in the development of WYPDES program policies.

Qualifications

PREFERENCES:

Preference will be given to those with a bachelor's degree in engineering, environmental, physical or natural science or closely related fields. The applicant should have strong writing skills to effectively communicate inspection and investigation results within reports that will be delivered to permittees and available to the public upon request.

KNOWLEDGE:

  • Knowledge of surface water quality standards, state WYPDES permitting rules and regulations, and the Clean Water Act.

  • Skill in interpersonal relations, public speaking, and written and verbal communication.

  • Skill in utilizing water quality field sampling equipment, GPS units and computerized information management system software such as databases, spreadsheets, the internet, and data tablets for collecting inspection information electronically utilizing a mobile inspection program (nSpect) to generate inspection reports.

  • Skill in decision making, interpersonal relationships in adversarial situations, conflict resolution and consensus building.

  • Ability to read and interpret topographical maps, specifically relative to surface water features.

  • Ability to reason through complex problems exercising independent thinking often with only broad instructions.

  • Ability to manage time effectively and establish priorities in work schedule.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's (typically in The Sciences)

Experience:

0-3 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist

OR

Education & ExperienceSubstitution:

4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist

Necessary Special Requirements

PHYSICAL WORKING CONDITIONS:

  • Must be able to operate a four-wheel drive vehicle in all weather conditions on various road substrate (pavement, gravel, dirt, etc.) and in remote rural settings while collecting samples or traveling in the state.

  • Must be able to walk over rough terrain and up and down slopes when working in the field.

  • Must be able to lift up to 40 pounds when loading and unloading sampling equipment and coolers to and from the work vehicle.

  • Must be prepared and comfortable working in all weather conditions (heat, cold, rain and snow).

  • Day and limited overnight travel required in performing the duties of this position.

  • Ability to use a map and GPS unit to navigate to remote sites throughout the state.
